Endgame: How Reagan and Bush Managed the Cold War's Conclusion

The Soviet bloc's changes arrived with devastating finality and speed. By the end of Reagan's presidency, the Cold War was fading fast, with Gorbachev retreating in the arms race and working with Reagan on reforms. Within a year of Bush taking office, the Soviet empire had disintegrated; less than two years later, the Soviet state was gone. The Cold War ended more suddenly, peacefully, and decisively than almost anyone expected. Though seemingly a geopolitical miracle, the Cold War's conclusion wasn't accidental. The Reagan and Bush administrations expertly managed the endgame, steering a stubborn rivalry toward peaceful conclusion. The key was framing the endgame not as Soviet surrender but showing enough magnanimity to make a ruthless policy effective. Reagan, often considered an inveterate Cold Warrior, began moving the conflict toward conclusion. Despite escalating competition with his military buildup, his revulsion for MAD convinced him the Cold War shouldn't continue forever. His understanding of Moscow's weaknesses convinced him it wouldn't need to. Reagan's strategy was to first intensify then de-escalate the Cold War.
