While revolutionary, industrial capitalism was the offspring of war capitalism, the previous centuries' great innovation. British merchants, inventors, and manufacturers focused on increasing labor productivity to overcome high wage costs. The cascade of innovations began with John Kay's flying shuttle in 1733, a small wooden tool that doubled weaving productivity. This created pressure on spinning, as four spinners were needed to supply one weaver. The central problem was labor - "So completely has the system of labour been disorganized by the emancipation of the slaves," he lamented. The reconstruction of the cotton empire required cotton industrialists, merchants, landowners, and state bureaucrats to overcome rural farmers' preference for subsistence production. Most cultivators worldwide were reluctant to prioritize market production over family subsistence, and agricultural wages were too low and insecure to entice them away from self-sufficiency. Cotton capitalists therefore sought to revolutionize the countryside by imposing capitalist social relations - credit systems, private land ownership, and contract law - creating what French colonial officials aptly called "a new mode of exploitation." In 1865, the central question facing the cotton industry was whether freedpeople would return to the cotton fields. While some like Edward Atkinson believed in the superior productivity of free labor, most observers were deeply pessimistic. Southern publications debated "how to appropriate all the African labor of the country," with many "experts" fearing freedpeople would engage in subsistence agriculture instead. By 1900, cotton growers lived in grinding poverty with few rights and no political voice. Courts defined sharecroppers as wage workers rather than tenants, while states enacted vagrancy laws to limit labor mobility. Mississippi's 1904 law aimed at driving "negro loafers to the field." Though fundamentally different from slavery, the new system still trapped workers in extreme exploitation and dependency. Despite all predictions to the contrary, American cotton production recovered with remarkable speed after the Civil War. By 1870, total production had surpassed the 1860 peak. By 1877, American cotton had regained its prewar market share in Great Britain. By 1880, exports exceeded 1860 levels. And by 1891, U.S. cotton growers produced twice as much as in 1861, supplying 81 percent of the British market, 66 percent of the French market, and 61 percent of the German market. Between 1865 and 1920, several million sharecroppers, wage workers, and peasant operators across Asia, Africa, and the Americas began growing cotton for global markets. India experienced the most dramatic expansion, with the Bombay Chamber of Commerce recognizing early that American slave emancipation was "a matter of paramount importance" for India's cotton industry. Indian cotton exports grew from 260 million pounds in 1858 to nearly 1.2 billion pounds in 1914, though markets shifted dramatically - by 1910, only 6% went to Britain while Japan consumed 38% and continental Europe 50%. The expansion of cotton agriculture across the global South required radical redefinition of property rights. In Egypt, the government transformed land from shared revenue rights to outright private ownership, creating massive estates for well-connected individuals. By 1901, just 11,788 landowners controlled half of Egypt's land, while the other half was divided among 727,047 small proprietors. Estate owners wielded extraordinary power, able to "imprison, expel, starve, exploit" cultivators who were now permanently fixed to the land through what Timothy Mitchell calls "the violence of property making." By the late nineteenth century, states played a critical role in expanding cotton production for world markets. They enforced new property regimes, undermined collective rights to resources, and imposed cash taxes that forced peasants to grow marketable crops. Within the reconstructed cotton empire, the newly empowered states of Europe and North America were omnipresent. The capitalists' project of accumulation and the bureaucrats' project of state formation evolved together.

The Return of Cotton Manufacturing to the Global South

Despite frantic efforts by European and New England manufacturers to secure their position, rising labor costs opened opportunities for manufacturing in regions with cheaper, less regulated labor. The global South welcomed back the world's cotton industry in the twentieth century, reversing a century-long departure. By the 1920s, this shift sparked alarmed debate in Great Britain and New England. The Times of London reported in 1927 that Lancashire faced "the worst spell of bad trade" since the Civil War cotton famine, with exports to Far Eastern markets falling from 61.6 percent of total exports in 1913 to 41.8 percent by 1925. The shift began in the United States, which uniquely had a "global South within its own territory" - the result of the peculiar settlement between expropriated slave owners and industrial capitalism after the Civil War. By 1910, the cotton manufacturing industry of the U.S. South was the world's third largest, after Great Britain and the northern states. This was remarkable considering that at the Civil War's end, there was hardly any significant cotton manufacturing in former Confederate states. Growth rates in the South skyrocketed - 17.6 percent annually during the 1880s, 19.1 percent in the 1890s, and 14.3 percent in the 1900s, while northern states grew at only 4 percent yearly. By 1925, the South had more spindles than the North, and by 1965, the ratio was 24 to 1. The South's success wasn't due to proximity to cotton fields, as shipping costs to northern markets offset this advantage. The secret was plentiful, cheap labor. The destruction of slavery had created a large pool of low-wage workers - initially white rural former tenant farmers, later African Americans who had been sharecroppers. A 1922 study revealed Massachusetts mill workers earned 41 cents hourly, compared to just 29 cents in North Carolina, 24 cents in Georgia, 23 cents in South Carolina, and 21 cents in Alabama. Japan experienced a dramatic boom in cotton manufacturing, becoming the world's dominant cotton power within decades. After initial failures, Japan's cotton industry flourished with state support following the 1868 Meiji Restoration. The industry's success rested on several pillars: strong industrial associations like the Japanese Spinners' Association (1882) that lobbied for favorable policies; a state committed to industrialization that gathered market intelligence and supported exports; colonial expansion that provided both markets and resources; and extraordinarily low-wage female labor. By 1890, Japanese mills dominated their home market, and by 1933, Japan exported more cotton cloth than Britain, France, and Germany combined, capturing 37% of the global market by 1937. India exemplified the colonial constraints on industrialization despite having all the prerequisites for success. Indian cotton manufacturing expanded dramatically after 1865, with mills growing from 12 in 1861 to 102 in Bombay Presidency alone by 1897, and spindles increasing from 1.5 million to nearly 9 million by 1929. Indian industrialists leveraged colonial infrastructure and export markets (80% of Bombay yarn exports went to China by the 1890s), while benefiting from labor mobilization that created a workforce of 146,000 by 1896 and 625,000 by 1940. However, the colonial state ultimately undermined Indian industrialization. Throughout the global South, cotton workers played crucial roles in struggles for national independence. In India, industrialists increasingly aligned with the Congress Party after the 1929 depression, acknowledging the centrality of government planning in the 1944 Bombay Plan. Cotton workers across the South became pivotal political actors - Egyptian workers at Misr Spinning and Weaving Company went on strike in 1946-47 demanding better conditions and British troop removal; Chinese textile workers struck 209 times between 1918-1929, with events like the "May 30 incident" fueling popular discontent; and Indian workers, organized since the 1870s, formed powerful unions like Narayan Malhar Joshi's Bombay Textile Labor Union with 400,000 members by 1938.

The Weave and the Weft: An Epilogue

By 1963, Europe's cotton dominance had faded. The Liverpool Cotton Association, which had regulated global cotton trade since 1841, sold its building and auctioned its furnishings. By the late 1960s, the UK's share of global cotton cloth exports had dwindled to 2.8%, with its workforce shrinking from 600,000 to just 30,000 workers. Today's cotton industry is radically different. Clothing typically contains cotton from China, India, Uzbekistan, or Senegal, processed in China, Turkey, or Pakistan, and manufactured in Bangladesh or Vietnam. American cotton farming persists only through federal subsidies, while former Western mills have become museums and shopping centers. The industry has evolved significantly. Synthetic fibers now dominate, with 52 million metric tons produced annually. China and India lead cotton production with 34 and 26 million bales respectively, versus America's 17 million. Global production has increased sevenfold since 1920, with 35 million hectares under cultivation. The industry employs roughly 350 million people worldwide - from farming to manufacturing. Cotton production remains harsh for many. Uzbekistan's forced cotton cultivation has devastated the Aral Sea. In India, indebted farmers face crisis from expensive GMO seeds and falling prices, leading to tragic consequences. Since the 1970s, power has shifted to major retailers like Walmart and Carrefour, who control global supply chains and drive down costs by pitting manufacturers and workers against each other. This constant geographical reorganization defines capitalism itself. The system perpetually seeks cheaper labor and better markets, creating ongoing upheaval that depends on exploitable frontiers. Rural areas, not just urban factories, have been crucial to capitalism's development, often through coercion and forced labor. While exploitation persists - from forced cultivation to virtual imprisonment in factories - the industry has achieved unprecedented productivity. Where Chinese families once spent sixty days producing minimal clothing in the 1950s, American families now spend just 3.4% of income on abundant clothing. This productivity suggests the possibility of a more equitable cotton empire, especially given history's evidence that even entrenched power structures can be transformed through collective struggle.
