His approach - "speak softly and carry a big stick" - emphasized that humane values would be preserved through the geopolitical success of liberal countries pursuing their interests credibly.
Woodrow Wilson transformed America's self-contained vision into a global operational program. When America entered World War I, Wilson proclaimed intervention not to restore European balance of power but to "make the world safe for democracy" - basing world order on domestic institutions reflecting the American example. Wilson denounced balance-of-power politics and "secret diplomacy" as causes of conflict, asserting that a divine dispensation had made America "a continent kept unused and waiting for a peaceful people who loved liberty."
All twelve postwar American presidents have passionately affirmed America's exceptional global role, treating as axiomatic the nation's unselfish quest for conflict resolution and equality among nations. The Industrial Revolution dramatically accelerated military power through innovations like machine guns, tanks, and aircraft, but nuclear weapons fundamentally transformed the equation. The pervasiveness of networked communications creates both vast benefits and revolutionary vulnerabilities, challenging historical experience with nebulous threats that are difficult to attribute and may not reveal themselves until already implemented. State-sponsored cyber attacks, ransomware, and digital espionage have become daily concerns for governments and corporations alike.
From the sixteenth century onward, political philosophers framed their concepts around humanity's unchanging nature and experience of reality. Today, human consciousness is shaped through an unprecedented technological filter - from artificial intelligence and virtual reality to social media algorithms that influence how we think and interact. The policymaker must analyze where society stands at the intersection of past and future, then chart a course never before traveled - requiring both character to make non-obvious choices and courage to travel lonely roads. No single country can achieve world order alone. Components must maintain their values while acquiring a second culture that is global, structural and juridical - essentially a modernized Westphalian system informed by contemporary realities.
Just as the original Westphalian delegates overcame differences after experiencing the Thirty Years' War's devastation, our time must act on necessities before being engulfed by them. History remains a rushing stream where we must achieve equilibrium while restraining war. Its meaning isn't to be declared but discovered - a question each generation must answer by facing humanity's greatest challenges, with statesmen making decisions before outcomes can be known.
