The Measure of International Authority is a comprehensive dataset used to track and analyze the evolution of 41 regional organizations over seven decades. It provides a quantitative logic to understand how international organizations gain or maintain authority over time. By using this data, researchers can identify patterns in institutional reform and delegated authority, moving beyond simple observations to see the specific data-driven stories of how global governance structures actually function and change.
The contrast between organizations like Mercosur and NAFTA is significant in terms of institutional framework updates. Mercosur has reformed its framework eight times since the 1990s, consistently boosting its delegated authority through active changes. In contrast, NAFTA remained essentially frozen for thirty years until its recent transition to the USMCA. This demonstrates that while some international organizations rapidly expand their powers and activity, others may remain static for decades despite being part of a hyperconnected world.
Endogenous change refers to the internal engine or logic that dictates the path of an international organization's development. It suggests that the seeds of an organization's future growth and authority are often found within its own internal structure rather than being driven solely by external factors like trade volume. This concept explains why some groups explode with new powers and activity while others do not, highlighting that there is a specific internal logic behind institutional evolution.
