The Senegal dairy industry is currently defined by a significant paradox. While the country has a rich history of cattle herding with three million people involved in livestock, it still imports approximately 900 million liters of milk annually. Although local production grew by 15% between 2017 and 2021, it has not been able to keep pace with the rapidly increasing demand from a population that is consuming more dairy than ever before.
The Senegal livestock sector is a major economic powerhouse, contributing over one trillion CFA francs to the national GDP. This significant financial contribution actually places the livestock industry ahead of several extractive industries within the country. Despite this economic strength and a very active meat industry—highlighted by the slaughter of ten thousand sheep weekly in Dakar—the dairy side continues to struggle to meet domestic needs without relying on foreign imports.
Milk imports are high because local production cannot satisfy the skyrocketing demand, which saw per capita consumption jump by 47% to over 42 liters annually in a recent four-year window. To fill this gap, Senegal spends over a hundred million dollars each year to bring in dairy from abroad. Most of these imports arrive in the form of powdered milk, which serves as the primary supplement for the shortfall in local fresh milk availability.
Dairy sovereignty in Senegal refers to the country's ambition to reduce its heavy reliance on the 900 million liters of imported milk it requires annually. By leveraging its existing livestock sector, which already plays a massive role in the GDP, the country aims to align its production capabilities with the rising consumption rates. Achieving this would mean transitioning from a dependence on expensive powdered milk imports toward a more self-sufficient and sustainable domestic dairy supply.
