Even sympathetic visitors like British journalist Don Taylor questioned whether India could "remain in one piece" given its 524 million people, 15 major languages, conflicting religions, and many races.
Yet India's leaders were determined to prove the skeptics wrong. While Gandhi provided moral leadership, Jawaharlal Nehru and Vallabhbhai Patel tackled the practical challenges of governance. Nehru, a Cambridge-educated intellectual with socialist leanings, became India's first Prime Minister and shaped its foreign policy. Patel, known as the "Iron Man of India," took on the herculean task of integrating the princely states into the new republic.

Freedom officially arrived on August 15, 1947, though patriotic Indians had celebrated their first "Independence Day" on January 26, 1930, when the Indian National Congress passed a resolution supporting purna swaraj (complete independence). The midnight transfer of power featured Nehru's famous "stroke of midnight" speech proclaiming India's awakening "to life and freedom" while jubilant crowds celebrated outside Parliament House in New Delhi. Yet the violence that began in August 1946 cast a dark shadow over independence. The partition of India had triggered unprecedented communal riots, forcing millions to flee their homes amid widespread bloodshed. Gandhi refused to be a passive observer of this human tragedy. The 77-year-old walked 116 miles through difficult terrain in Noakhali, Bengal, where Hindus had been targeted, staying in abandoned huts and visiting village after village to console victims and restore peace. He then traveled to Bihar where Muslims had faced brutal retaliation, fasting until local leaders promised to protect the minority community. In Delhi, where thousands of Hindu and Sikh refugees from Pakistan harbored intense feelings of revenge, Gandhi worked tirelessly to promote reconciliation and prevent further violence.
On January 30, 1948, while walking to his evening prayer meeting at Birla House in Delhi, Gandhi was shot dead by Nathuram Godse, a Brahmin from Poona and member of the Hindu Mahasabha. Godse, who was later hanged, justified his act in court by citing Gandhi's "constant and consistent pandering to the Muslims" and opposition to partition. Gandhi's assassination provoked unprecedented worldwide grief. Albert Einstein, who considered him the century's greatest figure, remarked that future generations would scarce believe such a person ever walked the earth. George Orwell, who had previously expressed skepticism about Gandhi's methods, wrote a moving tribute acknowledging his moral force.
Most significantly, Gandhi's martyrdom accomplished what might have been impossible in his life - reconciling his two most powerful followers who had been locked in a bitter power struggle. Home Minister Vallabhbhai Patel, known as the "Iron Man of India," and Prime Minister Jawaharlal Nehru had increasingly clashed over governmental authority and the direction of the new nation. Just days before his death, Gandhi had personally appealed to them to resolve their differences for India's sake. His assassination shocked them into putting aside their rivalry and working together to stabilize the fragile democracy. The Princely Challenge
The integration of over 500 princely states into newly independent India presented an unprecedented geopolitical challenge. These states varied enormously in size and status-from Kashmir and Hyderabad, each comparable to large European countries, to tiny fiefdoms comprising just a few villages. While their constitutional status remained ambiguous as independence approached, many rulers began entertaining "wild dreams of independent power in an India of many partitions."
Vallabhbhai Patel and his secretary V.P. Menon worked in tandem with Lord Mountbatten to secure the accession of over 560 states before Independence Day. First, they drafted an Instrument of Accession whereby states would transfer control of defense, foreign affairs, and communications to the Indian government while retaining internal autonomy.
Most rulers signed quickly, but several proved troublesome. Travancore in the south initially declared independence, backed by its ambitious Dewan, Sir C.P. Ramaswamy Aiyar. However, after Sir C.P. was attacked by a Kerala Socialist Party member, the maharaja changed course and acceded to India.
Junagadh, with its eccentric Muslim ruler famous for lavish dog weddings, announced its accession to Pakistan despite having a predominantly Hindu population. After the Nawab fled to Karachi, a February 1948 referendum showed 91% voting for Indian accession.
Hyderabad represented the greatest challenge. Sprawling across 80,000 square miles with 16 million people, this state was ruled by the world's richest man, the Nizam Mir Usman Ali. Despite being 85% Hindu, Muslims dominated its army, police, and civil service. The Nizam, encouraged by his radical advisor Kasim Razvi who had formed the paramilitary "Razakars," refused to join India. After failed negotiations, Indian troops entered Hyderabad in September 1948, gaining control in less than four days.

The Kashmir Conundrum
Of all the princely states, Jammu and Kashmir proved the most consequential for India's future. At 84,471 square miles, it was larger than Hyderabad but with only 4 million people spread across five culturally diverse regions: Hindu-majority Jammu, Muslim-majority Kashmir Valley, Buddhist Ladakh, and the Shia/Ismaili territories of Gilgit and Baltistan.
The state was ruled by Hindu Maharaja Hari Singh, who was opposed by Sheikh Muhammad Abdullah, a charismatic Muslim leader from the Valley. Abdullah had formed the National Conference to fight discrimination and demand representative government, developing a close friendship with Nehru based on shared commitments to Hindu-Muslim harmony and socialism.
As independence approached, the maharaja contemplated remaining independent rather than joining either India or Pakistan. However, in October 1947, tribal raiders from Pakistan's Northwest Frontier Province invaded Kashmir. As they approached Srinagar, the desperate maharaja signed an instrument of accession to India, which promptly airlifted troops to defend the capital.
The conflict soon escalated into war between India and Pakistan. On January 1, 1948, India took the Kashmir issue to the United Nations, seeking help to remove what it called illegal Pakistani occupation. A ceasefire was eventually established, leaving India in control of about two-thirds of the state, including the Kashmir Valley, Jammu, and Ladakh, while Pakistan held the northwestern areas.
The Kashmir conflict represented what diplomat Josef Korbel called an "uncompromising and perhaps uncompromisable struggle of two ways of life, two concepts of political organization, two scales of values, two spiritual attitudes"-the clash between the ideas of India and Pakistan. The dispute poisoned Indo-Pakistan relations far more deeply than the Punjab massacres and would remain a flashpoint for decades to come.

The Refugee Crisis
The aftermath of Partition created one of history's greatest refugee crises, requiring massive government intervention to house, feed, and ultimately resettle millions of displaced people. Kurukshetra, the legendary battlefield of the Mahabharata, became home to a massive refugee camp housing up to 300,000 Hindus and Sikhs fleeing West Punjab.
Beyond farmers, many refugees were artisans, traders, and laborers who needed urban housing. The government built new townships like Faridabad, twenty miles south of Delhi, to accommodate them. When the notoriously inefficient Public Works Department (PWD) was tasked with construction, refugees protested by besieging the prime minister's house. Though Nehru found them a "nuisance," their persistence led to a compromise where refugees were allowed to build 40 percent of the houses themselves.
Like Delhi, Bombay's social geography was transformed by Partition refugees. By July 1948, half a million refugees from Sindh, Punjab, and the Frontier had arrived, exacerbating the city's housing crisis. Nearly a million people slept on pavements while others crowded fifteen or twenty to a room in tenements.
Women were the main victims of Partition-Hindu, Sikh, and Muslim alike. As Sindhi politician Choitram Gidwani noted, "in no war have the women suffered so much." Women were killed, violated, and abandoned, with many refugee women ending up in brothels after being rejected by their families for what had happened to them against their will.
The 8 million refugees who entered India after Independence represented a population larger than countries like Austria or Norway. These displaced people, described by one refugee as "like fallen autumn leaves in the wind," were eventually resettled through tremendous effort, resources, and idealism.

A Constitution for All
India's constitution, among the world's longest with 395 articles and 12 schedules, emerged from three years of intensive deliberation between December 1946 and December 1949. The Constituent Assembly held eleven sessions across 165 days, producing eleven volumes of proceedings that reveal competing visions for the nation's language, political systems, economic frameworks, and moral values.
The Assembly included representatives from both British Indian provinces and princely states. Though Congress members constituted 82% of the Assembly, they held widely divergent views-from atheists to RSS sympathizers, from socialists to defenders of landlords. The Congress also nominated independent members from different castes, religions, and women, while seeking legal experts.
B.R. Ambedkar, a brilliant low-caste lawyer who had studied at Columbia University, chaired the Drafting Committee while serving as law minister. He worked alongside K.M. Munshi, a Gujarati polymath, and Alladi Krishnaswami Aiyar, a Tamil legal expert.
A fundamental debate emerged over whether to create a "Gandhian constitution" based on village councils (panchayati raj). Ambedkar vehemently opposed this, calling villages "sinks of localism" and "dens of ignorance and communalism." Ultimately, the individual rather than the village became the constitutional unit, with the framers looking to Euro-American rather than Indian precedents.
The constitution established an independent election commission and judiciary, with the Supreme Court serving as both guardian of social revolution and guarantor of civil rights. A complex system of fiscal federalism divided taxation powers between center and states. While guaranteeing religious freedom, it empowered the state to implement social reforms like a uniform civil code.
Much attention was paid to the rights of minorities. The constitution recommended reservations for Untouchables, acknowledging their historical discrimination, while opening Hindu temples to all. Jaipal Singh, an Oxford-educated Munda tribesman and former Olympic hockey captain, advocated for tribal peoples, calling them "the most needy, most deserving group" who had been "disgracefully treated, neglected for the last 6,000 years."

Nehru's Vision for a Modern India
With India's democratic foundations established, Nehru turned his attention to transforming the nation's economic landscape. At Independence, India was overwhelmingly agricultural, with nearly three-quarters of the workforce engaged in farming, contributing about 60% of GDP. The industrial sector, still in its infancy, employed only 12% of workers and produced 25% of GDP. This imbalance presented both a challenge and an opportunity for Nehru's modernization agenda.
In 1944, eight prominent Indian industrialists, including J.R.D. Tata and G.D. Birla, issued the "Bombay Plan," a remarkable document that acknowledged the limitations of private enterprise. The plan explicitly stated that private enterprise had "failed to bring about a satisfactory distribution of the national income." More significantly, these capitalists conceded that only the state could effectively address economic inequalities while simultaneously driving production growth. This unusual alliance between private industry and state planning would shape India's economic trajectory for decades.
The Planning Commission, established within a month of the Constitution's adoption and personally chaired by Nehru, became the central instrument of economic transformation. The first five-year plan (1951-1956) focused primarily on agriculture, aiming to address food security and rural development. However, the second five-year plan (1956-1961), drafted by renowned statistician P.C. Mahalanobis, marked a decisive shift toward industrialization and heavy industry, emphasizing steel plants, machine-building capabilities, and heavy electrical industries.
Large dams became powerful symbols of India's economic modernization. Projects like the Bhakra-Nangal Dam in Punjab and the Hirakud Dam in Orissa promised to free agriculture from monsoon dependency while providing electricity for new industries. Nehru famously called them "the temples of modern India," a sentiment that resonated deeply with millions who saw these massive concrete structures as monuments to progress and self-sufficiency.
Science and technology were positioned as cornerstones of India's industrialization strategy. Under Nehru's direct guidance, a network of specialized research laboratories was established outside traditional universities, following the French CNRS model. The Council for Scientific and Industrial Research (CSIR) oversaw about two dozen institutes focusing on practical applications in fields like leather technology, food processing, and industrial chemistry. Institutions like the Indian Institutes of Technology were established to create a pool of technical expertise necessary for industrial development.
Despite the strong industrial focus, agricultural development remained crucial to Nehru's vision. The government pursued multiple approaches including community development programs, extensive irrigation projects, and land reforms. The results were mixed - irrigation projects dramatically improved agricultural productivity in regions like Punjab and Tamil Nadu, but land distribution remained highly unequal. The poorest farmers and landless laborers, who constituted the majority of rural India, saw minimal benefits from these initiatives. The Community Development Programme, launched in 1952, attempted to modernize rural areas through local participation but struggled with bureaucratic inefficiency and limited resources.
This comprehensive approach to modernization, while ambitious, laid the groundwork for India's subsequent economic development, though its benefits were not always equitably distributed across society.

The Challenges of Diversity
India's linguistic diversity presented one of its greatest post-independence challenges, with over 1,600 mother tongues and 200 distinct languages being spoken across the nation. While the Congress Party had historically recognized and leveraged the power of mother tongues to mobilize people during the freedom struggle, after independence, Nehru and other leaders grappled with a complex dilemma. Fresh from the trauma of partition along religious lines, they worried that further divisions based on language might trigger a cascade of separatist demands and threaten the nation's unity.
The JVP Committee, formed in 1948 and named after its prominent members Jawaharlal Nehru, Vallabhbhai Patel, and Pattabhi Sitaramayya, initially took a firm stance against linguistic provinces. They articulated their concerns in a detailed report, arguing that "language was not only a binding force but also a separating one" and that "every separatist and disruptive tendency should be rigorously discouraged." The committee emphasized the need for national integration over regional aspirations, fearing that linguistic divisions might weaken India's administrative efficiency and economic development.
However, popular movements for linguistic states grew increasingly powerful and widespread. The Telugu speakers of the Madras Presidency mounted the most vigorous and emotionally charged campaign for linguistic autonomy. Their movement gained unprecedented momentum when Potti Sriramulu, a respected Gandhian, began a fast-unto-death on October 19, 1952, demanding a separate Andhra state. After 58 days of fasting, Sriramulu's death on December 15 triggered massive riots across Andhra region, with protesters attacking government buildings and railway stations. The intensity of public reaction forced Nehru to reverse his position and announce the creation of Andhra state, marking a turning point in India's linguistic reorganization.
The question of Bombay city became particularly contentious, illustrating the complexities of linguistic reorganization. Marathi speakers passionately demanded it as Maharashtra's natural capital, citing historical and cultural connections. However, Gujarati industrialists and other communities proposed making it a separate city-state, highlighting its cosmopolitan character and economic importance. This dispute led to violent protests and demonstrations throughout the 1950s.
The States Reorganization Commission, established in 1953, conducted extensive studies and public consultations before recommending a comprehensive redrawing of India's internal map along linguistic lines. Their 1955 report proposed several compromises, including the creation of bilingual states in certain areas and special administrative arrangements for linguistic minorities.
Despite initial fears of Balkanization and national disintegration, the linguistic reorganization of states actually strengthened India's unity by providing a constructive channel for regional aspirations. It demonstrated the flexibility and responsiveness of Indian democracy in accommodating diverse cultural demands. The creation of linguistic states represented not just a victory of popular will over centralized authority, but also validated India's commitment to cultural pluralism and democratic processes. This reorganization established a framework for managing linguistic diversity while maintaining national unity, though challenges of linguistic minorities and border disputes continue to require careful political management.

A Bridge Between Worlds
As a leader of the Non-Aligned Movement, Nehru positioned India as independent from both Cold War blocs. He had visited the Soviet Union in 1927 and was impressed by its economic planning, though he rejected its one-party state. Relations with China initially seemed promising. After the 1949 Communist revolution, India retained its ambassador in Beijing and became one of the first countries to recognize the new government. However, tensions arose over Tibet, which China invaded in October 1950. Home Minister Vallabhbhai Patel warned Nehru that "China is no longer divided. He argued that "communism is no shield against imperialism" and that Chinese ambitions extended beyond Tibet to include parts of India.
These warnings proved prescient. In October 1962, China launched a massive attack across the Himalayan border, quickly overwhelming Indian defenses. The war ended with a unilateral Chinese ceasefire after they had achieved their territorial objectives. The humiliating defeat shattered Nehru's confidence and forced India to reconsider its defense policies and international alignments.

Against all odds, India has survived as a unified, democratic nation for over seven decades. This achievement defies conventional Western theories of nationalism, which typically rely on shared language, religion, ethnicity, or common enemies to forge national identity.
India's success stems from several factors. First, its founders wisely retained useful colonial institutions while discarding oppressive ones. The Indian Administrative Service, the professional military, and an independent judiciary have provided crucial continuity and stability.
Second, India's economic integration has reinforced its political unity. From the public sector projects of the early decades to the private sector dynamism of recent years, economic ties have bound the nation together, creating interdependencies that transcend regional and cultural differences.
Third, cultural factors like Hindi cinema have played a vital role in national integration. As lyricist Javed Akhtar observes, "There is one more state in this country, and that is Hindi cinema." Films have created a shared cultural vocabulary that cuts across linguistic and regional boundaries.
Finally, and perhaps most importantly, India's democratic institutions have provided peaceful channels for resolving conflicts and representing diverse interests. Despite periodic violence and corruption, the democratic process has repeatedly demonstrated its resilience and adaptability.
J.B.S. Haldane, the renowned British biologist who became an Indian citizen, called India "a wonderful experiment" and "a better model for a possible world organisation" due to its diversity exceeding that of Europe, the USA, USSR, or China. Sixty years after independence, what Haldane called a "wonderful experiment" might be counted a modest success-not perfect, but remarkably enduring in a world where many more homogeneous nations have failed.
India remains, as Ramachandra Guha concludes, sui generis-standing on its own, distinct from alternative political models. Its future lies not with God but in mundane human works: maintaining its constitution, holding fair elections, preserving secularism, protecting linguistic freedom, and sustaining an integrated market and efficient civil service-the everyday miracles that keep this improbable nation alive.
