What began as simple code maintenance evolved into sophisticated business process outsourcing as Indian firms like Wipro and Infosys developed deeper understanding of American corporate needs.
The seventh flattener-offshoring-supercharged when China joined the World Trade Organization in 2001, signaling its irreversible commitment to capitalism. China's combination of disciplined labor, voracious appetite for jobs, and massive consumer market created an unparalleled manufacturing platform. The eighth flattener-insourcing-transformed companies like UPS from simple package delivery services into logistics powerhouses managing complex supply chains. The ninth flattener-in-forming-represents our ability to build personal supply chains of information through search engines like Google and Yahoo. Google processes about one billion searches daily, with only a third from the U.S. and less than half in English. As routine work gets outsourced or automated, what skills will keep Americans employed and prosperous? Friedman identifies several categories of workers who will thrive in the flat world:
The Great Synthesizers combine disparate fields that don't obviously belong together. Future breakthroughs will come from computer engineers mapping genomes working with pharmaceutical companies creating life-saving drugs. "Mash-ups" exemplify this trend-like combining Craigslist with Google Maps to create real estate maps showing available properties.
The Great Explainers make complexity accessible-managers, writers, teachers, journalists and editors who see complexity but communicate clearly. Howard Freeman, a photography lab owner, transformed his business when digital photography disrupted traditional film processing by charging for his expertise: "We used to sell film and develop prints-and give away the advice for free. Now we are selling the advice."
The Great Leveragers work smarter rather than cheaper. At EDS's Systems Management Center, twenty people now do what once required a hundred because today's operators aren't just watching for error messages; they're computer engineers who not only fix problems but redesign systems so those problems never recur.
The Green People will thrive as environmental sustainability becomes crucial. With billions from developing nations joining the global economy and seeking modern lifestyles, jobs involving "sustainable" and "renewable" technologies will form a massive industry in the 21st century.
The Passionate Personalizers add human touches to otherwise routine jobs. A Baltimore Orioles lemonade vendor turned a commodity job into something special through his entertaining delivery style, earning substantial tips and eventually developing a side business at private parties.
The Great Localizers use global capabilities to serve local needs. This creates numerous new middle jobs: freelancers using digital tools to become editors or entrepreneurs from home; sports bar owners leveraging multiple satellite feeds; coffee shops offering wireless connectivity; small businesses using Amazon's global logistics; UPS store owners becoming supply chain managers for other businesses.
The most crucial skill in a flat world is learning how to learn-constantly absorbing new ways of doing things as jobs evolve through digitization, automation and outsourcing. As more knowledge moves online, teaching "navigation skills" becomes critical. Children must learn to sift through the Web's unfiltered content, separating facts from falsehoods.
In this new environment, curiosity quotient (CQ) and passion quotient (PQ) matter more than intelligence quotient (IQ). Curious, passionate individuals become self-educators and self-motivators who can leverage flat-world technologies to learn independently. As technology writer Doc Searls notes: "Nobody works harder at learning than a curious kid."

America's Challenges in the Flat World
America faces several critical challenges in maintaining its competitive edge. First is the numbers gap-a shortage of scientists and engineers as the Sputnik-inspired generation reaches retirement age without sufficient replacements. A striking 60% of America's top science students and 65% of top mathematics students are children of recent immigrants, whose parents emphasize STEM education as a path to opportunity.
The ambition gap reveals another troubling reality: when American companies outsource jobs, they often get not just 75% savings on wages but also 100% increase in productivity. Jobs that are low-wage and low-prestige in America become high-wage, high-prestige positions in countries like India, resulting in more motivated workers. As one multinational CEO confided, "The dirty little secret is that not only is outsourcing cheaper and efficient, but the quality and productivity boost is huge."
America's public education system, designed in the early twentieth century, has become outmoded for the flat world. The system delegated education to local school boards "organized by wealth," creating a patchwork where wealthy districts could tax themselves at relatively low rates yet produce high per-student budgets, while poorer districts paid higher proportions of income for much lower per-pupil expenditures.
The funding gap for research represents another challenge. While America still excels at graduate-level science and engineering education and university research, we're losing ground as federal investment in physical and mathematical sciences declined by 37% between 1970 and 2004. The National Science Foundation's budget was actually cut by 1.9% in 2005, with only minimal improvement in 2006.
Finally, the infrastructure gap threatens America's connectivity. The U.S. broadband ranking plummeted from 4th to 16th place in just a few years, with American broadband being among the slowest, most expensive, and least reliable in the developed world. Unlike other industrialized nations, the U.S. lacks an explicit national policy for promoting broadband.

Compassionate Flatism: A New Social Contract
Since lifetime employment is unsustainable in a flat world, Friedman proposes "compassionate flatism"-a comprehensive approach to enhancing lifetime employability. Workers need portable benefits and lifelong learning opportunities to remain mobile and adaptable-America's greatest economic asset has always been its flexible, mobile workforce.
We need a universal portable pension scheme that consolidates the confusing array of tax-deferred options into a single vehicle that workers can take from job to job. Additionally, legislation should make it easier for workers to obtain stock options, creating more stakeholders in the capital-creating side of the flat world.
For healthcare, we need portable insurance through state-by-state collective purchasing pools similar to what Congress enjoys. Employers would offer a menu of options but wouldn't negotiate with insurance companies themselves. Workers could choose their coverage level and take it wherever they went.
Government must also upgrade education. Just as we made high school mandatory in the early 20th century to transition from an agricultural to industrial economy, we now need to make tertiary education (university, community college, or technical school) government-subsidized for at least two years. This produces more skilled workers while shrinking the pool of lower-skilled workers, helping stabilize their wages.
While global competition will eliminate many old safety nets, some "fat" remains necessary-specifically, what Friedman calls "good fat." Social Security is good fat we must preserve, while welfare systems discouraging work represent bad fat. One crucial good fat we need to add is wage insurance for workers displaced by global competition, covering half their income drop for two years (capped at $10,000 annually) when they find new employment. This approach incentivizes quick reemployment and on-the-job retraining-the most effective form of skill development.

The Unflat World: Those Left Behind
Despite the rapid flattening of the world, hundreds of millions remain left behind. The line between those in the flat world and those outside it is often a line of hope. Where people have hope, you find middle classes emerging-people who believe in social mobility regardless of income level.
Some populations remain too sick to participate. Children in the unflat world are ten times more likely to die from preventable diseases. The AIDS epidemic alone devastates societies by killing teachers and forcing children to drop out to care for sick parents. Without intervention, these populations may never enter the virtuous cycle of education, health, capitalism, and wealth that characterizes the flat world.
Others are too disempowered by corrupt local governments that fail to deliver schools and infrastructure. Beyond the flat and unflat worlds lies a twilight zone of the "half flat"-people who can see the flat world but lack the tools, skills or infrastructure to meaningfully participate. While India's high-tech sector generates excitement, it employs just 0.2 percent of Indians. Including manufacturing for export brings this to only 2 percent.
This creates a special anxiety among the hundreds of millions in rural India, China, and Eastern Europe who can glimpse but not grasp the flat world's benefits. The 2004 Indian elections revealed this tension when rural voters ousted the ruling BJP despite economic growth. These voters weren't rejecting globalization-they were demanding better access to it.
Some feel too frustrated by the intensified direct contact between different societies and cultures. While some thrive on these collaborative opportunities, others feel threatened or humiliated by this global intimacy that reveals where they stand compared to everyone else. This humiliation-not poverty-spawns terrorism.
Beyond the human constraints keeping the world from flattening lies another powerful threat: natural resource limitations. As millions from developing nations join the flat world platform, we face serious energy shortages and environmental degradation. China's foreign policy now revolves around securing oil resources, leading Beijing to ally with despotic regimes like Sudan and Iran. By 2012, China will double its oil imports to fourteen million barrels daily-requiring another Saudi Arabia's worth of production.

The Dell Theory of Conflict Prevention
One positive aspect of the flat world is what Friedman calls the "Dell Theory of Conflict Prevention": no two countries that are both part of a major global supply chain will ever fight a war against each other as long as they're both part of that supply chain. This theory builds on the earlier "Golden Arches Theory" which suggested that no two countries with McDonald's restaurants had ever gone to war, but extends it to reflect the more complex realities of modern global commerce.
The most important test case is China-Taiwan relations, as both are deeply embedded in the world's most important technology supply chains. Taiwan has over $100 billion invested in mainland China, with Taiwanese experts running many cutting-edge Chinese tech manufacturing companies. Companies like TSMC, Foxconn, and ASE Group have created intricate networks of production facilities across both territories. This "Silicon Shield" protects Taiwan, as military aggression would cut off much of the world's supply of critical technology products, wiping trillions off global markets and disrupting everything from smartphone production to automotive manufacturing.
The theory proved itself in Taiwan's 2004 parliamentary elections when voters rejected the pro-independence party's agenda to formally declare independence from China. Motherboards won over motherland, as Taiwanese voters understood how economically interwoven they had become with the mainland and chose to maintain the beneficial status quo rather than risk a Chinese invasion. This decision reflected a pragmatic understanding that their economic interdependence had become too valuable to jeopardize.
The Dell Theory doesn't make wars obsolete, but it forces governments to think three times before engaging in conflicts, as the economic price they'll pay will be ten times higher than whatever they might anticipate. For example, when tensions rise between Japan and China, both nations must consider their crucial roles in automotive, electronics, and consumer goods supply chains. Similarly, South Korea and China's deep integration in semiconductor and electronics manufacturing serves as a stabilizing force in their relations.
However, the Dell Theory offers no protection against non-state actors like al-Qaeda who have learned to use the flat world's collaborative tools for destructive purposes. These "mutant global supply chains" employ the same flat-world tools as legitimate businesses-uploading to raise money and recruit followers, outsourcing to train recruits, and supply-chaining to distribute tools and suicide bombers. Groups like ISIS have demonstrated sophisticated use of social media for recruitment, cryptocurrency for funding, and international networks for logistics, all while operating outside the constraints of traditional economic interdependence that helps maintain peace between nations.
The theory also faces challenges from rising nationalism and protectionist policies, as some countries attempt to reduce their supply chain dependencies in critical sectors. However, the deep integration of global supply chains continues to serve as a powerful deterrent to major conflicts between economically linked nations.

Imagination: The Key to Our Future
The conclusion explores how our world has been shaped by two pivotal dates representing competing forms of imagination: 11/9 (the fall of the Berlin Wall) which opened the world, and 9/11 which erected new barriers. These dates symbolize the creative versus destructive applications of human imagination in a flat world where collaboration tools are increasingly available to everyone.
We must be masters of our imaginations, not prisoners. Since 9/11, America has shifted from exporting hope to exporting fear. When you export fear, you end up importing everyone's fears. The world needs American optimism-it helps keep the world spinning on its axis. The most revealing statistic about any society is whether it has more memories than dreams or more dreams than memories. Societies focused on an imagined past rather than a better future become stagnant.
The flattening world offers new opportunities, challenges, and partners, but also new dangers for Americans. We must find the right balance among these elements. The greatest dangers Americans face are excessive protectionism-walling ourselves in from fear of terrorism-and excessive fear of economic competition-walling ourselves off from the flat world. Either would be disastrous for America and the world.
Economic competition in the flat world will intensify and involve more players. Americans must work harder, run faster, and become smarter to connect, compete, collaborate and innovate on the flat-world platform. But remember: "the most important competition is now with yourself"-maximizing your own imagination and acting on it.
As Friedman tells his children: The world is flattening. I didn't start it and you can't stop it without great cost to human development and your future. But we can shape it for better or worse. To make it better, your generation must not fear terrorists or tomorrow, al-Qaeda or Infosys. You can flourish in this flat world with the right imagination and motivation. Though shaped by 9/11, you must be the generation of 11/9-strategic optimists with more dreams than memories, who wake up each morning imagining a better world and acting on that imagination every day.
