An unprecedented refugee crisis began July 14 as people streamed toward Zaire. In two days, about one million people crossed into Zaire-the fastest and largest human flight ever recorded. The last Hutu Power stronghold fell on July 18, and Kagame declared the civil war over. A broad-based government of national unity was sworn in with twelve of eighteen ministers being Hutu. Pasteur Bizimungu became president and Faustin Twagiramungu prime minister, with Paul Kagame as vice-president. Rwanda was devastated. Kigali's population had dropped from 300,000 to 50,000. The country had been ransacked-no money in public coffers, destroyed infrastructure, and ruined health centers. Some 250,000 women were widowed, and only six judges and ten lawyers remained. About 100,000 children were separated from families, with most having witnessed extreme brutality. An estimated 300,000 children had been killed. The Security Council established the International Criminal Tribunal for Rwanda (ICTR) on November 8, 1994, appointing South African judge Richard Goldstone as Chief Prosecutor. The first ICTR conviction came in 1997 when Jean-Paul Akayesu received a life sentence for genocide, incitement, and crimes against humanity, including the landmark ruling that rape constituted genocide. Former Prime Minister Jean Kambanda became the first person to plead guilty to genocide in an international court, acknowledging cabinet discussions about the genocide's progress. After a six-and-a-half-year trial, on December 18, 2008, Norwegian judge Erik Mse found Bagosora, Anatole Nsengiyumva, and Aloys Ntabakuze guilty of genocide, crimes against humanity, and war crimes, sentencing them to life imprisonment.

The Lessons of Rwanda

The Rwandan genocide represents one of history's most profound failures of humanity. The UN's institutional weaknesses-inadequate resources, no emergency operations infrastructure, and no contingency planning-contributed to this catastrophe. As Kofi Annan observed, "no one involved could claim a clear conscience." Lieutenant General Dallaire concluded that the US and UK, two powerful nations with abundant means to make a difference, had done everything possible to sabotage the UNAMIR mission. Their "selfish and racist policies" had aided and abetted genocide. Since 1994, continuous debates, studies, and resolutions have examined the West's role in Rwanda's genocide, revealing how little true humanitarianism exists even in resource-rich states that profess commitment to human rights. Neither the US nor UK has answered accusations of failing to meet their obligations under the 1948 Genocide Convention. The ICRC's mission during the genocide ranks among history's most extraordinary humanitarian operations. Under Philippe Gaillard's leadership, they provided emergency medical care throughout Rwanda. Between April 10 and July 4, they treated 9,000 injured in Kigali, performed 1,200 surgeries, distributed 25,000 tons of food, and repaired water systems in multiple cities. Gaillard estimated they saved 100,000 lives countrywide, yet humbly described their efforts as merely "a drop of humanity in an ocean of blood." The 1994 Rwandan genocide stands as one of history's most horrific crimes, destabilizing an entire region and unleashing years of war, human deprivation, rape, and misery, with untold brutality and incalculable victims. The story has not ended, and the lessons of Rwanda continue to challenge our collective conscience and commitment to the principle of "never again."
