Racing toward Washington as Flight 77 hit the Pentagon, he initially followed orders to stay away from the White House but eventually made his way in. Despite evacuation orders, Sit Room staff refused to leave their posts, with off-duty personnel like Bob Schubert cycling through police checkpoints to join them. Frank Miller collected their names and Social Security numbers on a "dead list" in case the White House was hit. Even the Navy mess staff stayed, insisting, "You guys are gonna need to eat." Situation Room Director Deborah Loewer happened to be with President Bush in Sarasota, Florida on September 11th. After briefing Chief of Staff Andrew Card about the first plane crash, she insisted on finding a television in the school's communications room.
