Most autocrats show no restraint-Hitler eliminated Ernst Rohm and the SA leadership during the Night of the Long Knives despite their early support, while Robert Mugabe initially preached reconciliation in Zimbabwe before systematically eliminating both white administrators and former allies once his power was consolidated.
Democratic leaders aren't above manipulation-they simply employ different tactics. Their arsenal includes restricting voter eligibility, manipulating immigration to create favorable demographics, intimidation at polling places, and ballot tampering. Even when outright fraud is difficult, democratic incumbents innovate perfectly legal means to ensure electoral victories, such as encouraging additional competitors to divide opposition votes.
Building a small coalition is the key to political survival. While precisely measuring coalition size is difficult, comparing broad political systems reveals striking differences in leader longevity. Democrats who survive their first six months face a 43 percent chance of being ousted by the end of their second year, while autocrats face only a 29 percent risk. After ten years in office, democratic leaders are three times more likely to be replaced than their autocratic counterparts. Mexico's democratization clearly illustrates this principle-as the PRI's one-party rule declined and free elections emerged, tax rates fell from 55% to 40%.
When even indirect taxation proves too troublesome, autocrats outsource tax collection to private entities who keep a portion of what they collect. This arrangement creates strong incentives for aggressive collection but risks empowering potential rivals. Modern autocrats similarly authorize corruption as a political tool, allowing supporters to reward themselves directly through bribery and extortion. Democratic leaders needn't be civic-minded visionaries; they simply follow political rules within systems requiring large coalitions, which naturally aligns their self-interest with public welfare.
Public goods like infrastructure, education, and healthcare are provided by even the meanest autocrats-not to benefit the masses, but to ensure workers remain productive enough to pay taxes. In small-coalition regimes, education is carefully controlled: primary education teaches basic skills needed for labor, while higher education is restricted to prevent questioning authority. This explains why autocracies like Cuba and North Korea have impressive primary education but no universities among the world's top 200.
Healthcare provision follows similar logic. Leaders provide only enough healthcare to keep the workforce productive, with little concern for those who don't contribute to labor. This explains why many dictators have poor infant mortality outcomes. Saddam Hussein allowed cronies to steal UN baby formula while infant mortality doubled. Buying policy from democracies is expensive because many people need compensation. Turkey's rejection of $6 billion in grants and $20 billion in loan guarantees to allow US troops passage into Iraq demonstrates this principle.
The post-World War II era began with genuine hope that wealthy nations could eliminate global poverty through generosity. However, political survival imperatives quickly overshadowed these noble intentions. The historical record is unambiguous: foreign assistance has proven ineffective at alleviating poverty and promoting economic growth. Studies of UN Security Council membership provide compelling evidence of aid's harmful effects-nations elected to the UNSC receive more aid but subsequently grow more slowly, become less democratic, and experience more press restrictions than comparable non-elected nations.
Despite democratic nations' claims about promoting democracy abroad, evidence shows they often prefer compliant dictatorships to independent democracies. Dictators are cheaper to buy-they can deliver policies democratic leaders want because they need only satisfy a small coalition of supporters. America's history demonstrates this pattern repeatedly. The US has a long history of supporting useful autocrats, particularly in the Gulf region, where incipient democracies are unlikely to favor US interests partly because America funded their oppression for decades.

Their choice depends largely on expected military loyalty. Individual citizens pose no threat to governments, which is why leaders restrict assembly rights. When mass uprisings occur, leaders need loyal supporters willing to suppress the people. Democrats face far greater political consequences from war outcomes than autocrats do. Even victory doesn't guarantee political survival-George H.W. Bush lost reelection despite defeating Saddam Hussein, and Churchill was voted out after World War II. While military success can revive careers, as with Margaret Thatcher after the Falklands War, defeat almost certainly ends democratic leaders' political lives, as happened to Lyndon Johnson after Vietnam. Autocrats, by contrast, routinely survive military defeats. Saddam Hussein outlasted four U.S. presidents despite losing the First Gulf War and achieving only a costly stalemate with Iran.
Democracies rarely if ever fight wars against each other, not because they're peace-loving, but because democratic leaders need policy success to remain in office. They only fight when victory seems certain, making conflicts between two democracies nearly impossible-each would need confidence in winning. Large-coalition states might engage in disputes and limited force against each other, but will back down rather than escalate to full war unless they're certain the opponent is too weak to fight effectively. For democracies, life is good but can be better. Beneficial change in developing nations faces enormous challenges from poverty, resource curses, and entrenched autocracies. Democratization opportunities exist in tourist-dependent economies like Kenya, Fiji, and a potential independent Palestine. Mobile technology and internet access can transform lives in developing nations while making it harder for dictators to control communication without damaging their economy. Foreign aid could promote freedom by funding nationwide wireless internet and mobile phone access, creating a win-win situation that improves commerce while enabling citizens to organize.
Elections alone don't guarantee meaningful change. Leaders at risk often hold fraudulent elections to create an illusion of fairness while actually strengthening their control. True elections must follow expanded freedom rather than precede it. Despite seemingly insurmountable global problems, the solution to poverty and oppression is clear: freedom. People with rights to speak, write, and gather to share ideas typically enjoy personal and property security along with contentment. Politics follows natural laws that cannot be altered, but we can find better paths within these fundamental rules.
