The UK's Climate Change Act provides one model, requiring emissions reductions with five-year "carbon budgets" overseen by an independent committee. A more comprehensive "Sustainable Economy Act" could extend beyond climate to biodiversity, pollution, and resource exploitation. Within ecological limits, how should we organize our economy? While markets are essential for efficiency and freedom, they require careful regulation to address externalities, provide public goods, and ensure fair competition. The fundamental challenge isn't choosing between pure market capitalism and state planning, but finding the optimal balance that promotes both efficiency and justice.
