The early 19th century saw slavery expand dramatically with the rise of cotton cultivation. This law required citizens to assist in the capture of fugitive slaves and denied fugitives the right to a jury trial. The most devastating legal blow came with the 1857 Dred Scott decision. Chief Justice Roger B. Taney's overreaching opinion held that persons of African descent - whether free or slave - were not and could never become citizens of the United States. Rather than resolving the case on narrower grounds, Taney nationalized the denial of citizenship to all Black people, declaring they "had no rights which the white man was bound to respect." This made whiteness the essential condition for American citizenship. Despite these setbacks, resistance continued. Frederick Douglass emerged as a prophet of an America that embodied its founding principles, insisting the nation "shall not brand the Declaration of Independence as a lie." He recognized that both North and South needed to revise their vision of America, as even Northern states had severely restricted Black rights despite abolishing slavery. Through his speeches and writings, Douglass articulated his vision of a new America fighting "not merely for ourselves, but for the whole world." He championed the recruitment of Black soldiers (including his own sons) while confronting Northern prejudice that treated Black regiments as inferior. By 1877, the federal government had abandoned Reconstruction, withdrawing troops and allowing Southern states to impose Jim Crow segregation. The Supreme Court's 1896 Plessy v. Ferguson decision, upholding "separate but equal" facilities, provided legal cover for this system. Yet even in this dark period, Black resistance continued. Natural disasters have revealed continuing racial disparities. Hurricane Katrina, which made landfall near New Orleans on August 29, 2005, devastated the Gulf Coast, overwhelming New Orleans' levee system and flooding most of the city.
