This drastic reduction occurs because climb performance is dependent on excess thrust—the power available beyond what is required to maintain level flight. When an engine fails, the remaining thrust is often barely enough to overcome the drag of the aircraft, leaving very little "excess" for climbing.
VMC stands for Minimum Control Airspeed. It is the absolute slowest speed at which a pilot can maintain directional control of the aircraft with the critical engine inoperative. If the airspeed drops below this "red line," the thrust from the operating engine will overpower the rudder's aerodynamic authority, causing the plane to yaw and roll uncontrollably. Feathering turns the blades sideways into the wind to stop them from windmilling, which significantly reduces drag and makes the aircraft easier to control on a single engine.

These include the constant-speed propellers (governed by oil and nitrogen pressure), the landing gear (which is electronically activated but hydraulically actuated), the engines themselves, the fuel system, and the Janitrol combustion heater located in the nose.
