The US government's actions against journalists sent a clear message that electronic surveillance had made investigative journalism dangerous-every phone call, email and electronic tag could be tracked. However, encryption offered some protection. Phil Zimmermann's Pretty Good Privacy (PGP) system, released in 1991, provided strong encryption that even the NSA would struggle to break. Zimmermann had released PGP quickly, fearing government restrictions on encryption.
