Unlike traditional social scientists addressing "the public," applied researchers have specific clients with particular interests, undermining the idea of objectivity-as-aloofness.
Academic cliques play crucial roles in shaping social science development. They regulate competition, set evaluation standards, and allocate rewards. Their power extends through job offers, book reviews, publication access, research funding, and professional association positions-all determining academic careers and economic prospects. Traditional academic reputations were built on scholarly works judged by peers, but the "academic statesman" now acquires means of competence beyond personal ability.
The slogan "the purpose of social science is the prediction and control of human behavior" has become ubiquitous among social scientists seeking to make their field "scientific." These technocratic phrases substitute for political philosophy, suggesting that applying scientific methods to society would solve human problems as physics mastered nature. This perspective assumes a bureaucratic worldview where the world exists to be manipulated.

Nation-states have split up and organized the civilizations and continents of the world, with political, military, cultural, and economic means of decision and power organized within them. Most institutions in which people live their public and private lives are now organized into these nation-states.
The idea of social structure as the generic unit of social science is historically associated with sociology, though this approach now extends beyond disciplinary boundaries. The sociological imagination involves relating particular features of society to others to gain a conception of the whole. As each social science advances, its interaction with others intensifies. The integration of social sciences proceeds through conceptions and methods rather than problems and subject matters, with textbooks often serving as artificial boundary markers.
Despite departmental entrenchment, individual social scientists increasingly recognize they are practicing "social science" rather than isolated disciplines. While encyclopedic mastery of all fields is impossible, specialists can and should become familiar enough with other disciplines' materials to solve significant problems. Men are free to make history, but some men are much freer than others. Freedom requires access to the means of decisions and power. In our contemporary period, the means of history-making have become enormously enlarged and centralized. When men don't make history, they become mere utensils or objects of history-makers.
In modern industrial society, with its centralization of economic production, political administration, and means of violence, the scope for conscious human agency in history-making is uniquely available. Yet paradoxically, ideologies offering hope of making history have collapsed in Western societies, along with Enlightenment expectations of reason and freedom prevailing.
As professors, social scientists have two main public goals: helping individuals turn personal troubles into social issues to become self-educating, reasonable, and free; and combating forces destroying genuine publics while strengthening self-cultivating publics. Beyond skills and values lies sensibility-including self-knowledge and skills of controversy with oneself (thinking) and others (debate).
A democratic society is one where free and rational individuals are ascendant and genuine publics rather than masses prevail. In masses, people have troubles they can't translate into social issues; in publics, people confront issues and understand their public terms. The social scientist's task is to translate personal troubles into public issues, displaying sociological imagination.
Democracy implies those affected by decisions have effective voice in them, with power publicly legitimated and decision-makers held accountable-conditions requiring the kinds of publics and individuals described. For social scientists to effectively enact their democratic role as carriers of reason, certain conditions must exist: organizations where ideas are truly debated and that can influence structural decisions. In their absence, we live in a society that's democratic mainly in legal forms rather than substance.
Despite this limitation, social scientists must try to make educational institutions frameworks where liberating publics might begin. This requires deliberately presenting controversial theories and challenging official definitions of reality-a radical role by nature. The educational and political function of social science in a democracy is cultivating publics capable of developing and acting upon adequate definitions of personal and social realities.
