Why Poor Countries Are Poor: Institutions Matter
Despite being one of the world's poorest countries (the average Cameroonian is eight times poorer than the global average and fifty times poorer than Americans), Cameroon demonstrates no shortage of entrepreneurial spirit. What explains this persistent poverty?
Economists traditionally believed wealth came from three sources: man-made resources (infrastructure, factories), human resources (labor and education), and technological resources (technical knowledge). This theory suggested poor countries should rapidly catch up to rich ones through investment. Some countries like Taiwan, South Korea and China have indeed grown rapidly, doubling incomes every decade. Yet many poor countries grow more slowly than rich ones or, like Cameroon, actually become poorer.
Mancur Olson proposed a theory explaining why stable dictatorships perform better economically than anarchies but worse than democracies. He viewed governments as essentially bandits with guns who take resources from citizens. A "roving bandit" dictator with short tenure has no incentive to preserve the economy, while a "stationary bandit" who plans to stay must keep the economy functioning to continue extracting wealth. However, even stable dictators damage growth by effectively imposing high "taxes" that discourage investment.
Cameroon's problems extend beyond President Biya's leadership to a system of distributed corruption. While Olson's model suggests a single dictator might extract resources somewhat efficiently, Biya must keep hundreds of thousands of police, army officers, and civil servants happy. Rather than collecting formal taxes and distributing proceeds, the government tolerates widespread corruption. Police set up roadblocks to extract bribes from travelers, causing enormous inefficiencies.
The World Bank found entrepreneurs in Cameroon must spend nearly two years' average income on official fees just to start a business legally. Property transactions cost a fifth of property value, while enforcing unpaid invoices requires 58 separate procedures taking nearly two years. These regulations primarily benefit bureaucrats who use each procedure as an opportunity to extract bribes.
Cameroon's "world's worst library" perfectly illustrates how perverse institutional incentives create development failures. This prestigious school's new library - designed like an open book with a valley in the middle - was completely unusable during the five-month rainy season. The project wasted resources that could have funded books, computers, or scholarships. The failure stemmed not from incompetence but from systematic incentive problems: the principal wanted to convert her school into a university and prioritized appearance over function, appointing a former pupil as architect. The tragedy wasn't self-interest - which exists everywhere - but the complete absence of checks and balances to restrain it.
Development specialists often focus on improving education and infrastructure, which is sensible but addresses only part of the problem. Economic analysis shows that poor education might make Cameroon twice as poor as it could be, and terrible infrastructure might make it twice as poor again - but this only explains why Cameroon might be four times poorer than the United States, not fifty times poorer. The deeper question is why Cameroonians can't solve these problems themselves when the benefits would clearly outweigh the costs.

How China Grew Rich: The Greatest Economic Success Story
Standing in Shanghai's People's Park, I'm awestruck by the city's transformation. In just ten years, Shanghai has built a forest of skyscrapers rivaling Manhattan - where once stood only a twelve-story red-brick building. This spectacular development is even more remarkable considering China's troubled history: for most of the 20th century, China was poorer than Cameroon, torn by civil war, devastated by famine in the late 1950s, and its education system destroyed during the Cultural Revolution.
Clues to China's success are visible everywhere. The train to Zhengzhou is faster and more punctual than those in England. The country has excellent infrastructure, an impressive education system, and a demographic advantage from the one-child policy that created a large working-age population with substantial savings to fund investment.
While market economies struggle to generate savings and investment (as in Cameroon), China's socialist government easily directed about a third of national income into investment. Initially, these investments yielded good returns, with every 100 yuan invested adding 40 yuan to annual output. However, by Mao's death in 1976, returns had fallen to just 18 yuan per 100 invested - a crippling inefficiency given China's massive investment rate. The problem wasn't lack of investment opportunities in a still-poor country, but rather the state's inability to identify the right investments without market signals.
Rather than abruptly abandoning central planning - which might have led to economic collapse as in the Soviet Union - Deng adopted a more gradual strategy. In 1985, the size of the "plan" was frozen, allowing state-owned firms to do as they wished with extra production beyond quota. This worked brilliantly because: it was easy to understand with credible commitment; it guaranteed stability while allowing growth; and most importantly, it allowed the market to operate at the margin where efficiency decisions matter most. Efficient firms expanded to meet real demand while inefficient ones remained static. As the economy quadrupled in size between 1985-2003, the planned economy's relative importance shrank dramatically - China literally "grew out of the plan."
The Chinese reformers needed to encourage competition without risking unpredictable rapid liberalization. They introduced new competitors gradually: first local-government "township and village enterprises," then private and foreign companies. What mattered wasn't ownership but competition in relatively free markets, which drove down scarcity power and introduced market information and incentives.
China's dramatic entry onto the world economic stage was one of the final acts in its economic reform. By engaging with global markets, China gained three advantages: access to world markets for labor-intensive goods; foreign currency to purchase raw materials and technology; and perhaps most importantly, access to modern production and business techniques through foreign investment. China strategically created "special economic zones" like Shenzhen near Hong Kong, where normal command economy rules didn't apply to foreign investors. These zones provided testing grounds for reforms that gradually spread throughout the economy.
While China isn't yet rich, it's growing richer faster than any country in history. This economic growth brings tremendous upheaval, with many Chinese confused, unemployed or dislocated. Factory conditions remain terrible - workers like Li Chun Mei die after sixteen-hour shifts, while others suffer horrific injuries. Yet economists argue these sweatshops, despite their harshness, are better than the alternatives and represent steps toward something better. Economics ultimately is about people like Yang Li, who left home to work in a sweatshop, decided factory life wasn't for her, and returned to open her own hair salon. "Every day at the factory was just work, work," she says. "My life here is comfortable... I can close the salon whenever I want." While her parents survived the Cultural Revolution and her grandparents the Great Leap Forward, Yang Li has real choices - and that's what economics is truly about.
