La mer Méditerranée servait de véritable cordon ombilical pour la Ville Éternelle. Alors que Rome comptait environ un million d'habitants sous Auguste, l'arrière-pays du Latium était incapable de produire suffisamment de ressources. Sans le commerce maritime et cette ouverture sur la mer, la capitale de l'Empire romain n'aurait jamais pu subvenir à ses besoins alimentaires et aurait risqué la famine généralisée.
Les besoins logistiques de Rome antique étaient colossaux et défiaient l'entendement pour l'époque. Chaque année, la ville devait importer environ 420 000 tonnes de céréales pour nourrir sa population. À cela s'ajoutaient 150 000 hectolitres d'huile et entre 1,5 et 2,2 millions d'hectolitres de vin. Ces chiffres étourdissants démontrent l'échelle monumentale du défi logistique et maritime que l'Empire devait relever quotidiennement.
À l'époque où Auguste prend le pouvoir, il y a un peu plus de deux mille ans, Rome a déjà franchi un seuil démographique critique. En tant que dirigeant de l'Empire romain, il a dû gérer une anomalie statistique : une ville d'un million d'habitants totalement dépendante de ses importations.
