The F-15 Eagle was developed through the Fighter Experimental (FX) program because the U.S. Air Force lacked a dedicated air-superiority fighter during the Vietnam War. While the F-4 Phantom was a powerful machine, it struggled in dogfights against cheaper Soviet-built MiGs. After losing 382 Phantoms in combat and seeing kill ratios drop significantly compared to the Korean War, the Air Force demanded a pure air-to-air fighter that could out-maneuver any Soviet threat.
During the Vietnam War, the F-4 Phantom faced a tactical bottleneck because it was a Navy interceptor forced into a dogfighting role it wasn't originally built for. Instead of the ten-to-one kill ratio seen with the F-86 Sabre in Korea, the ratio fell to nearly two-to-one. This struggle against agile MiGs proved that high-tech distance weapons were not enough, leading to the necessity of a radical shift in aircraft design.
The Fighter Experimental program, or FX, was launched with the uncompromising goal of achieving total air supremacy. It represented the first time since the 1950s that the Air Force requested a pure air-to-air fighter rather than a multi-role aircraft.
