Court Jews and bankers maintained distance from both Jewish and Gentile society, forming a kind of "community of exceptions" with limited social opportunities but considerable power. They developed a class arrogance that culminated in an international caste system of intermarried families. Jewish intellectuals, meanwhile, often sought radical assimilation, sometimes even converting to Christianity.
Benjamin Disraeli represented a unique third path. The only Jew of his century who attempted to represent the Jewish people politically, Disraeli developed a full-blown race doctrine from the concept of Jewish chosenness, asserting that "all is race" and "the Semitic principle represents all that is spiritual." His remarkable career-rising from obscurity to become Prime Minister and earning the Queen's friendship-seemed to confirm his belief in himself as the "chosen man of the chosen race."
Most disturbing was how high society's attitude toward Jews evolved in the late 19th century. In the Faubourg Saint-Germain that Proust depicts, society's boredom led to a perverse fascination with Jews as exotic specimens of "black magic." This created a psychological foundation for later violence. When antisemitic legislation forced society to reject Jews, these same "philosemites" felt compelled to purge themselves of what they had "mysteriously and wickedly loved." This explains the "incredible disloyalty" of those who had been most charmed by Jewish friends.
This social antisemitism proved far more dangerous than political varieties because it penetrated everyday life. When society began treating Judaism not as a "crime" (which could be escaped through conversion) but as the fashionable "vice" of Jewishness (which was inescapable), it created the psychological conditions for later atrocities.

Dreyfus was pardoned in 1899 but only fully cleared in 1906.
The affair featured what Arendt calls a "Balzacian cast": class-conscious generals covering for their own; the honest Picquart; parliamentarians terrified of scandal; the parvenu Dreyfus himself; his wealthy but hesitant brothers; and the adventurer Esterhazy with his ancient escutcheon and modern blackmail schemes. Behind these characters stood larger forces-the army and clergy against the republic.
The Catholic Church, particularly through Jesuit influence, exploited the political vacuum by providing civilian leadership to the military while promoting reactionary and antisemitic policies. During the crisis, clergy actively participated in antisemitic agitation-priests led attacks on Dreyfusards, Father Didon urged students to "draw the sword" and "cut off heads," and hundreds of clerics contributed to the "Henry Memorial" fund supporting the widow of a colonel who had committed suicide after forging evidence against Dreyfus.
The fundamental error of the Dreyfusards was mistaking the mob for the people. While the people fight for true representation, the mob always shouts for the "strong man," the "great leader." The mob hates both society, from which it's excluded, and Parliament, where it lacks representation. This mob wasn't spontaneous but manufactured-high society and Third Republic politicians had produced it through scandals and frauds.
The tide turned in 1899 when Clemenceau's campaign began gaining traction. Unlike others who pursued narrow interests, Clemenceau based his defense on "abstract" principles of justice, liberty and civic virtue. When Clemenceau began writing in L'Aurore and Zola published his J'Accuse, the streets erupted. The General Staff's organization of mob violence was remarkable-antisemitic riots broke out simultaneously across France, with police complicity evident everywhere.
The Dreyfus Affair's resolution marked the end of clerical antisemitism in France, with the state restricting Catholic organizations. The only visible result of this episode was the birth of the Zionist movement-the only political answer Jews found to antisemitism and the only ideology in which they took seriously a hostility that placed them at world events' center.

The bourgeoisie, having achieved economic pre-eminence without political rule, now turned to politics out of necessity. However, unlike economic structures, political structures cannot expand indefinitely. Nation-states particularly resist unlimited growth since their foundational consent cannot stretch indefinitely to conquered peoples.
This contradiction produced a movement of expansion for expansion's sake within nation-states defined by boundaries-one of the "absurd disparities between cause and effect" marking modern history. The state expanded its power because, faced with economic losses or potential gains through imperialism, it inevitably chose the latter. Police and military forces were separated from national oversight and elevated to representatives in "uncivilized" regions. There, unfettered by normal constraints, the bourgeoisie's dream that "money beget money" became reality through the unlimited accumulation of power.
Race emerged as the principle that could justify this expansion. In Africa, race became the emergency explanation for human beings whom Europeans could neither understand nor accept as fellow humans. The Boers' answer to the "overwhelming monstrosity" of Africa was "Exterminate all the brutes," resulting in history's most terrible massacres. By treating blacks as raw material for survival rather than for producing wealth, the Boers began a process that would end with their own degeneration.
Cecil Rhodes exemplified the imperialist character, establishing in his wills a "secret society" modeled after the Jesuits that would eventually place "two or three thousand men in the prime of life scattered all over the world" to advance his imperial vision. More expansive than other imperialists, Rhodes opened his society to all "Nordic race" members, aiming not just for British glory but bureaucratic governance over all peoples by this racial elite.
The bureaucrat and the secret agent emerged as the key figures in the imperialist system, whose essence was aimless process without moral boundaries. Lord Cromer exemplified this new type, developing a bureaucratic philosophy based on "personal influence" without formal treaties. His ideal administrator worked in secrecy, renounced personal recognition, and remained "behind the scenes pulling strings," safe from democratic control which he saw as dangerous to expert governance.
Imperialism ultimately created the conditions for totalitarianism by normalizing rule without consent, establishing race as a political principle, and developing bureaucratic structures that could operate beyond legal constraints.

Continental Imperialism: The Rise of Tribal Nationalism
While overseas imperialism focused on distant territories, continental imperialism targeted contiguous lands through pan-movements-Pan-Slavism and Pan-Germanism. These movements rejected the nation-state model, instead promoting ethnic bonds that transcended borders. Unlike traditional nationalism, which recognized all nations as equals within a community of nations, tribal nationalism saw its own people as uniquely chosen and superior.
These pan-movements developed a theology claiming divine origin for their own people against the Jewish-Christian faith in divine origin of Man. According to this view, individuals received divine value only through membership in a chosen people, making nationality a permanent quality unaffected by history. This transformed peoples into "uniform 'chosen' masses of arrogant robots," eliminating all individual differences.
The pan-movements originated in countries without constitutional traditions-Russia and Austria-Hungary-where leaders naturally conceived of power through arbitrary decisions. Both were despotisms ruling multinational territories directly through bureaucracy, with insignificant parties and powerless parliaments. Government by bureaucracy meant rule by decree-power became the direct source of legislation, with decrees remaining anonymous, seemingly flowing from an overarching power needing no justification.
This rule by decree proved efficient for dominating territories with heterogeneous populations, bypassing intermediary stages, preventing political reasoning by withholding information, and overriding local autonomy. If rule by law was "rule of wisdom," rule by decree was "rule of cleverness." Life assumed mysterious secrecy and depth, with endless interpretative speculation replacing rational understanding.
Continental imperialism succeeded in organizing masses outside the party system but failed to achieve territorial expansion, while overseas imperialism annexed territories successfully but couldn't transform home countries' political structures. The nation-state's eventual ruin came through movements originating outside its realm, which could only undermine countries with multiparty systems.
The most dramatic evidence of party system breakdown came during Germany's 1932 presidential elections. While Hitler and Thalmann represented their respective movements, all other parties united behind Hindenburg as the symbol of the state above parties. Both sides used fear as their primary motivator, with class divisions disappearing from the political scene as unemployment created a heterogeneous, fluctuating mass of supporters for radical movements.
These pan-movements created the ideological foundation for totalitarianism by rejecting the nation-state, promoting tribal identity over citizenship, and establishing the principle that some peoples are inherently superior to others based on immutable characteristics.

The Stateless and Rightless: When Humanity Isn't Enough
The First World War shattered European civilization beyond repair, setting off a chain reaction of catastrophes. The treaties attempted to address the aspirations of "peoples without history"-over 100 million Europeans who hadn't achieved national freedom. However, the European status quo couldn't accommodate 25-30% of its population, with some succession states having nationally frustrated peoples constituting 50% of their population.
The arrival of stateless masses inflicted two profound damages to the nation-state system. First, it abolished the right of asylum-that ancient protection for both refugees and lands of refuge. Second, it revealed the impossibility of either repatriating or naturalizing these masses.
Repatriation failed because no country would accept the stateless. Their very undeportability placed them outside legal frameworks, leaving them completely at the mercy of police who resorted to illegal smuggling across borders. By the 1930s, internment camps had become the only "country" the world offered the stateless.
The perplexities of the Rights of Man became fully apparent. When stateless people lost their citizenship, they discovered that the supposedly "inalienable" rights of man proved meaningless without the protection of a government. As Burke had argued against the French revolutionaries' abstract "rights of man," human rights proved worthless without the concrete "rights of an Englishman" or other national citizenship.
The stateless found themselves in the paradoxical position where committing a crime actually improved their legal standing-at least as criminals they gained some recognition under law. This perverse incentive created a situation where only by violating the law could the stateless gain any protection from it. Meanwhile, the police gained unprecedented power over these populations, operating increasingly outside judicial control.
This condition of rightlessness created the human material for totalitarian movements-masses of people with no stake in society, no legal protection, and no place in the world. Their very existence challenged the premise of universal human rights and created the conditions for a new form of domination.

Most disturbing was totalitarianism's attraction for intellectual elites, not just the mob. The post-WWI generation, disgusted with bourgeois respectability, embraced destruction as a supreme value. War veterans cherished trench experiences as criteria for a new elite, seeing war as the "great equalizer" breaking down class distinctions. They sought anonymity and selflessness, wanting to function merely as cogs in a machine.
Totalitarian movements exploited this climate through propaganda and organization. Their propaganda distinguished itself through "scientific" assertions and prophetic claims rather than mere advertising techniques. While business advertising exaggerates to sell products, totalitarian movements presented their ideologies as scientific prophecies about inevitable historical or natural laws.
The Nazis proved particularly adept at selecting propaganda themes that exploited mysteries-whether British Secret Services, Freemasons, or Jewish conspiracies. Modern masses reject the fortuitousness of reality, preferring all-embracing ideologies that eliminate coincidences through invented omnipotence. The Nazi party name itself was propaganda genius-the "National Socialist German Workers' Party" offered a semantic solution connecting nationalism with internationalism, stealing political content from all other parties.
The totalitarian organization forms were designed to translate propaganda lies into functioning reality. The most striking innovation was the creation of front organizations that isolated members from the outside world while providing a bridge to normalcy. The movement created a graduated hierarchy of militancy where each rank buffered more fanatical inner circles from the outside world.
At the center sat the Leader, surrounded by an inner circle creating an aura of mystery. His position depended on his ability to handle inner-party power struggles rather than simple violence. The Leader impersonated a double function-defending the movement against the outside world while connecting it to that world. He claimed total responsibility for every action of any member, which distinguished totalitarian leaders from ordinary dictators who maintain distance from subordinates.
This structure ensured nobody took personal responsibility, as the Leader monopolized all explanation. The totalitarian system was designed to be foolproof against normal consequences of lying, with a hierarchical graduation of cynicism where sympathizers despised uninitiated citizens, party members despised fellow-travelers, and elite formations despised party members.

When totalitarian movements seize power, they face the paradox of reconciling their international, all-encompassing ideology with national governance. The totalitarian defiance of law uses written constitutions as permanent challenges to non-totalitarian standards. While the Nazis never abolished the Weimar constitution, Stalin's elaborate Soviet constitution had no practical significance for Russian life or jurisdiction. Beyond mere duplication of offices, totalitarian regimes create deliberate "shapelessness" through multiplication of competing authorities.
The Nazi regime established multiple geographical divisions that didn't coincide-SA territories differed from SS zones, which differed from Hitler Youth districts and Gaue. Citizens lived under conflicting authorities, never knowing whose commands took precedence, developing a "sixth sense" about whom to obey. Even elite formations received intentionally vague orders, expected to understand the "will" rather than mere verbal content of commands.
The Secret Police operates as the central mechanism through which totalitarian power manifests itself. Under both Hitler and Stalin, special units like the SS or GPU were deliberately separated from regular governmental bodies, creating parallel power structures answerable only to the supreme leader. These organizations were granted extraordinary authority that transcended normal legal constraints.
The concentration camp represents totalitarianism's central institution-a laboratory for testing the limits of total domination. These camps were designed not primarily for economic gain or punishment, but to systematically destroy human individuality. Reports from survivors reveal a surreal environment where prisoners struggled to accept the reality of their experiences, often feeling dissociated from themselves.
The camps' apparent uselessness-with prisoners frequently assigned meaningless tasks despite labor shortages-reveals their true purpose: the creation of a controlled environment where human spontaneity is eliminated and people are reduced to interchangeable specimens. Death in these camps wasn't simply execution but a prolonged process of dehumanization.
Totalitarianism represents a novel form of government that defies traditional political categories. Unlike tyranny which operates through arbitrary power and fear, totalitarianism claims to follow the "laws of Nature or History" that transcend positive laws. It doesn't merely replace one legal system with another but claims to embody these higher laws directly.
Terror becomes not merely a tool of suppression but the very mechanism for realizing these laws of movement. Its purpose is to eliminate obstacles to the natural or historical process, rendering concepts of guilt and innocence meaningless. The system sacrifices individuals for the sake of the species, eliminating those who stand in the way of its inexorable progression, whether "inferior races" or "dying classes."
Loneliness is the foundation of totalitarianism, distinct from mere isolation. While isolation affects only political life, loneliness permeates all human existence. To be uprooted means having no place in the world; to be superfluous means not belonging to the world at all. When loneliness becomes organized by totalitarian movements, it creates a devastating force.
Yet Arendt concludes with hope: every end contains a new beginning, guaranteed by each birth-"that a beginning be made man was created," as Augustine said. The human capacity for new beginnings remains the ultimate defense against totalitarianism's attempt to eliminate human spontaneity and freedom.
