He quickly became a fixture in New York, standing with Cardinal O'Connor at St. Patrick's Cathedral, praying with Brooklyn imams, and befriending sports figures and movie stars like Robert De Niro. On August 7, 1998-the eighth anniversary of American troops arriving in Saudi Arabia-al-Qaeda executed its first documented terrorist strike. The Nairobi bombing killed 213 people including 12 Americans and injured 4,500, with 150 blinded by flying glass. In Dar es Salaam, a water tanker truck absorbed much of the blast, limiting casualties to 11 dead and 85 wounded, all Africans. Bin Laden's justifications for the attacks shifted constantly-citing American "invasion" of Somalia, alleged plans to partition Sudan, and even claiming the embassies planned genocide in Rwanda. The FBI deployed nearly 500 agents to Africa-the largest overseas deployment in bureau history. The bombings revealed al-Qaeda's growing capabilities-investigators discovered five embassies had been targeted, with three saved by luck and better security. Most disturbing was learning that an Egyptian al-Qaeda member had warned the CIA about the Nairobi plot nearly a year earlier, but was dismissed as unreliable-one of many ignored warnings amid bin Laden's escalating threats. On October 12, 2000, the USS Cole, a billion-dollar guided-missile destroyer with advanced stealth technology and extensive defensive capabilities, was refueling in Aden harbor. At 11:15 a.m., a small fiberglass fishing boat approached the massive warship. Two smiling men brought their tiny skiff alongside the Cole and detonated an enormous explosion that tore a forty-by-forty-foot hole in the ship's hull. The blast killed seventeen sailors and wounded thirty-nine others. Bin Laden later described the symbolism: "The destroyer represented the capital of the West, and the small boat represented Mohammed."

The Final Countdown: Missed Opportunities and Tragic Failure

Multiple intelligence sources warned America about impending attacks in summer 2001. NSA intercepted chatter about a "spectacular" attack, while Arab intelligence agencies provided specific alerts. Egyptian President Mubarak warned about terrorists planning to attack Bush with an explosive-laden airplane in Rome. The Taliban foreign minister told American officials al-Qaeda was planning a devastating strike on the U.S., fearing retaliation would destroy Afghanistan. Jordanian intelligence overheard the operation's codename: "The Big Wedding"-a reference to martyrs meeting maidens in Paradise. The CIA's refusal to share critical information with FBI investigators continued during a June 11 meeting where a CIA supervisor showed New York FBI agents surveillance photos from the Malaysia meeting but withheld crucial details about Khaled al-Mihdhar and Nawaf al-Hazmi. Despite heated demands from FBI agents like Steven Bongardt for identifying information that could prevent these terrorists from entering the U.S., the CIA supervisor declined to provide passport numbers or birth dates. When Bongardt accidentally received an email about al-Mihdhar being in the country, he called in disbelief. "Dina, you got to be kidding me! Mihdhar is in the country?" She told him to delete the email, saying he had no right to the information. During a conference call the next day with Corsi and a CIA supervisor, Bongardt was told to "stand down" in the effort to find Mihdhar. When they cited "the wall" preventing information sharing, Bongardt protested that it was bureaucratic fiction. "If this guy is in the country, it's not because he's going to fucking Disneyland!" The next day, Bongardt sent Corsi an angry email: "Whatever has happened to this-someday somebody will die-and wall or not-the public will not understand why we are not more effective and throwing every resource we had at certain 'problems.'" After leaving the FBI in August 2001, O'Neill's spirits lifted dramatically. He talked about getting a new Mercedes, told Anna DiBattista they could afford to marry, and danced nearly every dance with Valerie James at a wedding on September 8. "I feel like a huge burden has been lifted from me," he told Lewis Schiliro. On September 10, O'Neill spent the evening showing his new World Trade Center office to friends, visiting Windows on the World, then dining at Elaine's before heading to the China Club, where he again warned, "We're overdue" for something big. As bin Laden and Zawahiri gathered with al-Qaeda members in the mountains above Khost, bin Laden promised something great would happen soon. They brought a satellite dish and television to witness the attacks. When news broke of the first plane hitting the World Trade Center, al-Qaeda members rejoiced, but bin Laden said, "Wait, wait," holding up three fingers to indicate more attacks were coming. At the World Trade Center, O'Neill had reached his office on the 34th floor of the north tower when the first plane hit 58 floors above. He made it to the concourse level, helping evacuate children from the day-care center. He called his son, Valerie, and Anna DiBattista, telling them he was safe. Wesley Wong saw O'Neill in the lobby looking calm with just a smudge of ash, asking if the Pentagon had been hit. "I'll catch up with you later," O'Neill said before walking toward the tunnel leading to the south tower. When the south tower collapsed, Barry Mawn and others barely survived by sheltering behind a column as debris blew in "like a bomb." After the 9/11 attacks, the FBI ordered Ali Soufan and his team to evacuate Yemen, but then instructed him to stay when he realized Quso from the Cole investigation might be connected to the attacks. The CIA finally shared surveillance photos and a complete report about the Malaysia meeting that Soufan had been requesting for over a year. When Soufan realized the agency had known that two hijackers were in the country for eighteen months, he vomited in the bathroom from shock and anger. In December 2001, bin Laden and his fighters made their stand in the caves of Tora Bora, digging trenches while American B-52s dropped bombs overhead. Despite losing many top lieutenants, bin Laden escaped to Pakistan when the battle ended on December 17. The man who had orchestrated the deadliest terrorist attack on American soil had slipped away, leaving behind a world forever changed by his twisted vision of religious purity and violent jihad.
