Germany's 1914 invasion killed over 5,000 Belgian civilians, and soon, the sufferings of "brave little Belgium" were being used to generate war support. No one wanted to remember that just a decade earlier, it was the King of the Belgians whose men had cut off hands in Africa. Throughout Africa, colonizers controlled the written record through school textbooks, book banning, and press censorship. Congo textbooks lavishly praised Leopold, describing how Belgians "brilliantly completed the most humanitarian campaign of the century." While some village lore about the rubber terror survives-in the Mongo language, "to send someone to harvest rubber" means "to tyrannize"-collective memory remains surprisingly scanty. Europe left Africa not democracy but authoritarian rule and plunder, and perhaps no nation has had a harder time emerging from this shadow than Congo. When independence finally came in 1960, Belgium was unprepared. The entire territory had fewer than thirty African university graduates and only three Africans in management-level civil service positions. When Prime Minister Patrice Lumumba sought Soviet help after independence, the U.S. National Security Council authorized his assassination. After being arrested and beaten, he was secretly shot in January 1961, his body dissolved in acid to leave no martyr's grave. Joseph Desire Mobutu, who received CIA payments while planning Lumumba's murder, staged a U.S.-backed coup in 1965 that made him dictator for more than thirty years. In almost every way, from his one-man rule to his appropriation of state assets as personal property, Mobutu resembled Leopold a century earlier.

A Legacy of Resistance

The Congo reform movement left two enduring achievements. First, through the brave efforts of E.D. Morel, Roger Casement, George Washington Williams, William Sheppard, and others, it documented extensive evidence of colonial atrocities that remains on the historical record despite Leopold's attempts to destroy it. This record of truth matters deeply for a continent whose history is otherwise filled with silences. Second, the movement kept alive a vital tradition: the human capacity for outrage at suffering inflicted on others, regardless of color or distance. The reformers' hundreds of mass meetings across Britain and America helped strengthen a growing belief in universal human rights. This tradition, now embodied in organizations like Amnesty International and Medecins Sans Frontieres, sees basic freedoms not as gifts to be granted but as rights to which all humans are entitled from birth. What made the Congo reformers particularly radical was their focus not just on results-the suffering people-but on causes: the theft of African land and labor that enabled Leopold's entire system. The Congo reform movement forms a vital link in a chain of resistance that stretches from the French Revolution through slave revolts to Nelson Mandela's triumph in South Africa. A century ago, as today, the idea of full human rights-political, social, and economic-remained a profound threat to established power. Despite the "great forgetting" that followed, the stories of both victims and resisters deserve to be remembered. In the words of Roger Casement before his execution for Irish independence: "The best thing was the Congo." His fight against colonial brutality, like those of his fellow reformers, reminds us that moral courage in the face of systemic injustice can eventually bend the arc of history toward justice, even when immediate victories seem limited and incomplete.
