    Eli : C'est exactement ça. C'est le moment où naissent les traités de Westphalie. En fait, c'est un peu le Big Bang de la diplomatie moderne. Avant, c'était la foire, mais là, on invente des règles du jeu. On se dit que chaque État est maître chez lui et qu'on arrête de se taper dessus pour des questions de religion.

    Blythe : Ah ouais, quand même. Donc on passe de la loi du plus fort à un truc plus... organisé ?

    Eli : Voilà. On essaie de construire la paix, pas juste de faire une pause entre deux batailles. Mais tu t'en doutes, c'est un chantier permanent. Entre les traités de 1648 et les actions de l'ONU sous Kofi Annan, il s'est passé deux ou trois trucs, notamment l'idée de « sécurité collective ». C'est l'idée de se dire : « Si on touche à l'un d'entre nous, on réagit tous ensemble ».

    Blythe : Pas bête sur le papier. Mais quand on voit les tensions au Moyen-Orient ou les nouveaux types de menaces comme le terrorisme, on se demande si l'arbitre mondial a encore un sifflet qui fonctionne.
