Saudi foreign policy is guided by a single interest: the survival of the House of Saud. The Saudi-American relationship has been based on an implicit oil-for-security pact since President Roosevelt met King Abdul Aziz in 1943. Despite periodic strains like the 1973 oil embargo, the relationship has endured through moments of intense cooperation, as when both countries armed mujahedeen against Soviet forces in Afghanistan or when America deployed troops to protect Saudi Arabia from Saddam Hussein in 1990. Despite many experts believing Saudi Arabia remains fundamentally stable, the kingdom faces unprecedented challenges. While no single problem may prove fatal to the regime, the confluence of multiple issues-coupled with regime rigidity, societal discontent, youth demands, and impending generational succession-creates a dangerous situation. The Saudi state flies on like a mechanically flawed 747 with aging pilots, losing altitude and fuel. First class holds princely passengers while frustrated citizens crowd economy. Among them are fundamentalists wanting to turn back and terrorists aiming to hijack the plane. A capable new flight team may exist somewhere onboard, but their chances of taking control seem slim as the aircraft continues into strengthening headwinds, risking hijacking or ultimately crashing.
