    Inspirée du modèle danois, la flexisécurité cherche à concilier la flexibilité demandée par les entreprises et la sécurité requise par les salariés. Elle permet aux employeurs de recruter et de licencier facilement pour s'adapter au marché, mais garantit aux travailleurs des indemnités de chômage élevées et un accompagnement intensif vers la formation. L'objectif est de protéger le parcours professionnel de l'individu plutôt que de protéger un poste de travail spécifique.

    La formation est essentielle pour lutter contre le chômage structurel car elle améliore l'employabilité des individus dans un monde marqué par le progrès technique et la "destruction créatrice". Les statistiques montrent que le taux de chômage est nettement plus faible chez les diplômés. En adaptant les compétences aux besoins réels des entreprises, notamment via l'apprentissage ou le Compte Personnel de Formation (CPF), on réduit le décalage qui laisse des postes vacants face à des demandeurs d'emploi sans qualifications adaptées.

    Bien que les flexi-jobs permettent de créer de l'activité rapidement dans certains secteurs comme la restauration, ils présentent des risques d'effets d'éviction. Les employeurs peuvent être tentés de privilégier ces contrats précaires et défiscalisés au détriment d'emplois classiques à temps plein.
