How did the European Union transition from a coal and steel trade agreement to a continental union?

It dictates that in areas of shared competence, the EU should only act if an objective cannot be sufficiently achieved by national, regional, or local governments and can be better achieved at the Union level due to its scale. National parliaments monitor this through an "early warning system," where they can issue "yellow cards" to force the European Commission to review and potentially withdraw legislative proposals that overstep these boundaries.

What specific rights does a person gain by being an EU citizen?
