Then rigorous research spanning 23,000+ responses from 2,000+ organizations worldwide revealed something startling-the highest-performing technology companies deploy code 46 times more frequently than their competitors while simultaneously maintaining five times lower failure rates. They're not choosing between speed and stability. They're excelling at both, and the gap between winners and everyone else is widening every year. Most organizations drown in metrics that measure everything except what matters. Lines of code written? That rewards bloated solutions over elegant simplicity. Developer velocity? Teams game the system by inflating estimates. Server utilization rates? Pushing toward 100% creates exponential delays, like a highway gridlocked at rush hour. Four metrics cut through this noise: deployment frequency, lead time, time to restore service, and change fail rate. These aren't arbitrary choices-they measure tempo, efficiency, quality, and resilience simultaneously. High performers in 2017 deployed 46 times more frequently with lead times 440 times faster. When incidents occurred, they recovered 170 times faster. This performance gap translates directly to business outcomes: high performers were twice as likely to exceed profitability, market share, and productivity goals.
