What makes humans exceptional is our evolution as cooperative networkers. Unlike other primates, we learn socially through teaching and sharing. Our larger brains with developed neocortex evolved specifically to function in groups of around 150 people (compared to 50 for chimps). We might better be called Homo dictyous ("network man") because our brains seem built for social connection. Early humans were "obligate collaborative foragers" interdependent for survival, developing language, art, dance and ritual through this networking impulse. The first "worldwide web" emerged about 12,000 years ago - humans were born to network.
Yet paradoxically, throughout most of history, hierarchies dominated networks in scope and scale. Most people lived in tiny family clusters within villages, with minimal external connections. The puzzle is why natural networkers have long been dominated by rigid hierarchies. The word "hierarchy" (from Greek for "rule of a high priest") long predates "network," which until the 16th century merely meant woven mesh. Shakespeare used "net" and "web" metaphorically but never "network." Scientists recognized natural networks in the 17th-18th centuries, but metaphorical usage emerged only in the 19th century. Until 1880, "hierarchy" appeared more frequently in English books than "network."

Hierarchical structures evolved as a practical solution to the growing complexity of human societies, making power exercise more efficient and predictable. Centralizing control in the hands of a "big man" or ruling elite reduced time-consuming arguments and negotiations that might otherwise escalate into destructive conflicts. This was particularly evident in early agricultural settlements where disputes over land, water rights, and resource distribution required swift resolution. Philosopher Benoit Dubreuil's research suggests that delegating judicial and penal power to an individual or elite was particularly optimal for agrarian societies, as it provided clear lines of authority and consistent enforcement of social norms.
Peter Turchin's analysis emphasizes how changes in military technology and warfare techniques encouraged the spread of hierarchically organized states and armies. The development of bronze and iron weapons, cavalry, and sophisticated siege equipment required coordinated action and centralized command structures. Successful armies needed clear chains of command, standardized training, and efficient resource allocation - all features that hierarchical organization provided effectively.
Absolutism could foster social cohesion by creating a sense of unity and shared purpose, as powerfully illustrated by Tsarist policeman Nikiforych's description to young Maxim Gorky of an "invisible thread" connecting the Tsar to every subject. This metaphysical bond between ruler and ruled helped legitimize authority and maintain social order. Yet autocracy's fundamental defect became increasingly apparent: no single individual, however capable, can handle all the challenges of governance or resist power's inevitable corruptions. The concentration of absolute power often led to mismanagement, corruption, and eventual system collapse.
Since the eighteenth century, Western political thought has increasingly favored democracy and limited government, influenced by Enlightenment ideals and practical experience. More inclusive polities have demonstrated superior capacity to support sustained economic development, handle societal complexity, and maintain stability even when leaders change. Democratic systems prove more resilient because they distribute decision-making power and create multiple centers of authority, making them less vulnerable to individual failures or assassination of leaders.
In practice, most historical autocrats recognized the need for economic dynamism and allowed considerable market power while maintaining regulatory and taxation authority. This balance was physically symbolized in medieval towns where towers of secular power overshadowed but did not eliminate market squares. Networks emerged as an intermediate form between pure markets and strict hierarchies, characterized by "reciprocal, preferential, mutually supportive actions" without either the impersonal criteria of markets or the rigid paternalism of hierarchies. These network structures proved particularly effective in trading communities, religious organizations, and guild systems, where trust and reciprocity were as important as formal authority.

Network theory originated in 1735 when mathematician Leonhard Euler solved the famous Konigsberg bridge problem by proving why it was impossible to walk across all seven bridges without crossing any twice. Instead, when Luther sent his ninety-five theses to the Archbishop of Mainz in 1517, printing ensured his ideas spread rapidly throughout German-speaking Europe.
The Reformation unleashed religious revolt that spread from clergymen to urban elites to peasants, throwing Europe into turmoil. Protestant sects developed resilient network structures that survived persecution, as seen in England during Mary I's reign when the executions of key Protestant figures failed to destroy their networks because other members with high betweenness centrality took over.
From the early 1500s, the world of hierarchy came under dual assault from revolutionary networks: European discoverers establishing global trade routes and the Protestant Reformation disrupting ecclesiastical hierarchy. Religious wars wreaked havoc from 1524 until 1648, with Protestant denominations multiplying in fissiparity - from Lutherans to Calvinists, Zwinglians, Anabaptists, and later sects like Fifth Monarchists, Muggletonians, Quakers, and Ranters.
The failure of the Counter-Reformation to defeat the "Calvinist International" had profound economic consequences. Before Luther, northwestern Europe showed little economic advantage over empires like China or the Ottomans. After the Reformation, Protestant states displayed greater economic dynamism - not because of Protestant ethics, but because resources shifted from religious to secular activities. Two-thirds of German monasteries in Protestant territories were closed, their assets sold to wealthy subjects. University students abandoned monastic vocations for worldly pursuits. Church-building declined while secular construction increased.

The Enlightenment, while propelled by printed works, owed much of its vitality to private correspondence. Modern scholars can reconstruct this network through tens of thousands of surviving letters exchanged between more than 6,000 authors. Though often portrayed as cosmopolitan, these networks were surprisingly national in character. Voltaire's correspondence network of over 1,400 people was 70% French, with more than half his letters connected to Paris.
The French Enlightenment centered around "hubs" like Voltaire, Rousseau and d'Alembert, forming a societe litteraire ou savante geographically centered on Paris. This was a socially elite network - including numerous aristocrats, princes, duchesses and high royal officials - despite its reputation for challenging the established order.
The late eighteenth century's political revolutions, like earlier religious and cultural transformations, were powered by networks. Books, pamphlets, newspapers and countless letters spread arguments for radical political change and criticisms of royal authority. Yet successful revolutions need fighters alongside writers, and revolutionary networks must withstand hierarchical suppression.
Paul Revere exemplifies this resilience. Though Longfellow's famous poem portrays his midnight ride as a singular event that "kindled the land into flame," Revere's effectiveness stemmed from his established position within colonial resistance networks. Network analysis reveals Revere was one of two key brokers bridging social divides in revolutionary Massachusetts. Of the five main Boston associations sympathetic to the Whig cause, Revere and Dr. Joseph Warren had the highest "betweenness centrality" - they were the essential connectors between otherwise isolated clusters.
Freemasonry provided the Age of Reason with a powerful mythology, international organizational structure, and elaborate rituals binding initiates as metaphorical brothers. Boston's Masonic split between "Ancients" and "Moderns" reflected social and political divisions. St. Andrew's lodge, established in 1761 under Edinburgh authority rather than London, became a hotbed of sedition, especially after Joseph Warren became its master.

The Restoration of Hierarchy
Following the revolutionary era, hierarchical structures gradually reasserted themselves across Europe. The contrast between America's successful networked society and France's tumultuous revolutionary experience fascinated observers like Tocqueville, who wondered why revolutions in France produced such disappointingly different results from America's democratic experiment.
In 1833, Leopold von Ranke recognized that a new international order was emerging to counter the revolutionary energies that had swept Europe since the Reformation. This pentarchy of five great powers - Austria, Britain, France, Prussia and Russia - had begun forming in the eighteenth century before being disrupted by Napoleon's imperial ambitions. With his defeat, a stable balance of power was established at the Congress of Vienna.
Henry Kissinger later argued that the relative peace Europe enjoyed between 1815 and 1914 stemmed from this "generally accepted legitimacy" of the five-power system. This achievement resulted from the diplomatic skills of Prince Metternich and Lord Castlereagh, who created a European order where Britain served as the "balancer" to the continental powers.
The nineteenth century's reassertion of hierarchical order didn't eliminate intellectual, commercial and political networks. Religious life in Protestant countries grew more vibrant through "awakenings" and "revivals." The Industrial Revolution emerged from networks of innovators. Brotherhood-focused organizations proliferated beyond Freemasonry. The key difference was that royal, aristocratic and ecclesiastical hierarchies became increasingly adept at co-opting these networks and harnessing their creative energies.

The Totalitarian Triumph
The early twentieth century became an era of both literal and metaphorical plagues, from the deadly influenza pandemic to the contagious ideologies that swept across Europe. Like the medieval tale of the Pied Piper who first rid Hamelin of rats but then led away its children when payment was refused, charismatic leaders emerged who offered drastic solutions but ultimately demanded terrible sacrifices.
One German plot succeeded spectacularly - sending Lenin back to Russia with funds to overthrow the provisional government. This "Bolshevik virus" spread rapidly through networks of soldiers, sailors and workers, traveling by train and telegraph. After the October Revolution of 1917, Bolshevik influence expanded with remarkable speed, eventually sparking revolutionary movements across Europe.
The revolution itself required surprisingly little bloodshed, but what followed was ruthless. Lenin's Bolsheviks quickly transformed their revolutionary network into a hierarchical system more brutal than the Tsarist regime it replaced. "How can you make a revolution without firing squads?" Lenin asked, calling for "the harshest kind of revolutionary terror" against enemies real and imagined.
Fascism began as a network movement, especially in Germany where Hitler's support grew exponentially during the Depression. Unlike other fascist regimes that started through royal appointment, National Socialism achieved unprecedented electoral success - accounting for 96 percent of all votes cast for fascist parties across Europe between 1930-1935.
The Nazi party's growth was remarkable - from under 100,000 members in 1928 to 849,009 by January 1933, then swelling to over 8 million by May 1945. Their newspaper followed a similar trajectory, reaching 1.7 million daily readers by 1944. National Socialism functioned like a religious movement, with Hitler as its messianic figure.
The Nazi totalitarian success came from delegitimizing, paralyzing or killing nearly all social networks outside party and state institutions, especially those attempting independent political action. Hans Fallada's novel about the Hampels, a working-class couple executed for distributing anti-Nazi postcards, captures how Nazi rule isolated individuals and made trust between neighbors hazardous.

The Cambridge Spies: Networks Within Hierarchies
The totalitarian regimes of Hitler and Stalin were so repulsive that it's difficult to understand why anyone from free societies would be attracted to them. Yet remarkably, some of Britain's most exclusive networks were penetrated by agents of fascism and communism.
The Cambridge Spies - the "Magnificent Five" to their Moscow handlers or the "Homintern" as wittily nicknamed by Oxford's Maurice Bowra - represented an extraordinary penetration of Britain's most exclusive intellectual network. The Apostles, Cambridge's secret Conversazione Society, had already grown estranged from Victorian values after 1900, with members like E.M. Forster placing friendship above loyalty to country during World War I. But the generation that included Anthony Blunt and Guy Burgess took this estrangement from treason.
The Soviet agent Arnold Deutsch orchestrated the recruitment of what became more than just five Cambridge spies. He started with Kim Philby, who nominated Donald Maclean. Burgess was recruited next, who then brought in Blunt. Blunt recruited Michael Straight, an American Apostle, and his student John Cairncross. In total, there were at least nine Cambridge spies.
None reconsidered their allegiance even when the Ribbentrop-Molotov Pact aligned Stalin with Hitler in 1939. During this period when Britain stood against both dictators, the Cambridge spies were especially active. Their contribution to the Soviet war effort was staggering - London became the KGB's most productive station, supplying nearly 9,000 classified documents in 1941 alone.
Britain's intelligence services were remarkably easy to penetrate due to chronic lack of counter-espionage. Pre-war vetting was inadequate, and when Victor Rothschild pushed to involve Blunt in counter-espionage, it worsened the situation. MI5's head Sir Vernon Kell insisted Soviet activity was "non-existent" as late as 1939. Incredibly, Philby became head of Section IX dedicated to Soviet counter-espionage in 1944.

The Second Networked Age
The crisis of hierarchical power in the 1970s wasn't caused by technology - rather, the relaxation of central control enabled America's information technology revolution. The Internet began as a defense project when RAND researcher Paul Baran developed ARPANET in 1969 to create a communication system that could survive nuclear attack, proposing three possible structures: centralized, decentralized, or distributed (his preferred model).
Unlike most government systems that suffered from Conway's Law - where communication structures dictate system design - the Internet grew organically. The first computer-to-computer communication occurred in October 1969, and by 1971 over forty nodes connected universities and companies. The 1970s saw rapid, decentralized innovation: Unix, email, modems, and critically, Vinton Cerf and Robert Kahn's TCP/IP protocol that enabled networks to communicate without central control.
While Silicon Valley was flourishing, the Soviet Union failed to develop its own Internet despite Viktor Glushkov's ambitious 1972 proposal for an "All-State Automated System" to connect the Soviet economy. Though Glushkov envisioned a network that would maintain Moscow's central control while allowing authorized users to communicate directly, the project was rejected - not because Soviet leaders feared its liberating potential, but because the finance minister deemed it too expensive.
This technological failure reflected deeper Soviet economic problems that Western economists largely failed to recognize. Even as Paul Samuelson's economics textbook continued to predict Soviet economic triumph through 1989, the planned economy was visibly crumbling, plagued by poor quality goods, antiquated factories, and widespread demoralization.

Terrorism, Finance, and Social Media
The defining event of the early 21st century was an attack by an Islamist anti-social network targeting America's networked society. The 9/11 plotters struck at the main hubs of US financial and political systems, exploiting security vulnerabilities to smuggle primitive weapons onto four planes bound for New York and Washington.
Network analysis by consultant Vladis Krebs revealed Mohamed Atta as the crucial node in the 9/11 network, connecting with sixteen of the nineteen hijackers and fifteen others. Atta had the highest betweenness centrality, activity, and closeness in the network. Notably, the network's distinctive feature was its lack of social links to the wider world - the plotters formed a tightly knit group with almost no weak ties to normal social networks.
The Bush administration's response to 9/11 was hierarchical rather than networked. While correctly targeting Afghanistan for harboring Al-Qaeda, the administration's decision to invade Iraq despite minimal evidence linking it to 9/11 proved counterproductive. Creating the Department of Homeland Security represented another hierarchical response to a network threat. As John Arquilla presciently warned, "It takes networks to fight networks."
Facebook's network exhibits geographic clustering as most friendships have local components, yet it also conquers distance in striking ways. Conversion to Facebook depends on one's position in multiple existing networks rather than mere proximity. Users display homophily - similar people flock together and grow more interconnected through usage. Immigrant communities form distinct network components, with significant variation in usage between ethnic groups.
Despite its popularity, critics argue Facebook cheapens genuine friendship through exhibitionism and voyeurism. Economically, it resembles a sharecropping system where "the user is the product" - providing tools for many while concentrating rewards among few. While Facebook promised an interconnected world of netizens, its ownership structure remains profoundly inegalitarian, with Zuckerberg owning 28% and a small group of co-founders and early investors controlling most remaining shares.

The Square and the Tower: Our Present Dilemma
Despite hopes for a democratized internet, the web has evolved into a vast scale-free network with hyper-connected super-hubs. Oligopolies dominate hardware, software, service provision and wireless networks. Even companies committed to "open architecture" like Amazon, Facebook, and Google seek monopolistic power in their respective segments of e-commerce, social networks, and search.
The ownership of electronic networks is remarkably concentrated. Google (Alphabet) is worth $660 billion, with founders Larry Page and Sergey Brin owning 16% worth $106 billion. Facebook's $441 billion market cap includes Mark Zuckerberg's 28% stake worth $123 billion. Social networks are inherently exclusionary due to preferential attachment - the Matthew Effect where the well-connected become even better connected. Our world now divides between network owners and mere users, with hierarchically organized tech companies despite their rhetoric about flat organizations.
European politicians have abdicated responsibility by demanding tech giants like Google and Facebook censor content on their behalf, naively empowering already mighty companies to limit citizens' free expression. When confronted with America's network revolution, the world had two options: capitulate or compete. Europe chose capitulation and regulation, failing to develop its own search engines, online retailers, or social networks.
China, conversely, chose competition. Rather than merely censoring (though they do that too with their Great Firewall), Beijing strategically limited American tech companies' market access while fostering local alternatives. The result is "BAT": Baidu (search), Alibaba (e-commerce), and Tencent (messaging), which aren't mere clones but innovative giants with combined market value exceeding $473 billion.
We're trapped using half-century-old conceptual frameworks to understand our radically different present. Economists recycle Keynes (d.1946), political analysts confuse populism with fascism, and international relations experts cling to Cold War terminology. Yet today's world bears little resemblance to the commanding, controlling states that emerged from Depression, World War II and early Cold War.
Must we repeat the post-1500 experience when the printing revolution unleashed waves of revolution? Will our new networks liberate us from administrative states as revolutionary networks freed our ancestors from spiritual and temporal hierarchies? Or will established hierarchies co-opt these networks for warfare?
History suggests digital utopianism is misplaced. Despite Moore's Law potentially enabling brain simulation by 2030, there's been no commensurate improvement in productivity or moral conduct. Earlier industrial revolutions arguably benefited humanity more than our current one. If advanced robotics and AI primarily cause unemployment, we're unlikely to contentedly pursue leisure with basic income - more likely we'll repeat the violent upheavals that plunged the last Networked Age into the chaos of the French Revolution.
To understand this book's title, we must visit Siena. In the Piazza del Campo stands the Palazzo Pubblico with its Torre del Mangia - a perfect juxtaposition of human organization's two forms: an informal public space for network interactions, and an imposing tower projecting hierarchical power. Inside the Palazzo Pubblico, Ambrogio Lorenzetti's frescoes provide striking evidence that the network-hierarchy dichotomy is ancient. The central "Allegory of Good Government" depicts Justice with Heavenly Wisdom above her, while below sits Concord, with twenty-four representatives of the citizenry each holding a rope binding them together - an early visualization of social networks.
Lorenzetti was remarkably ahead of his time in linking rule of law to economic prosperity and social cohesion. His frescoes have survived nearly 700 years, reminding us that the problems of war, peace, and governance are nothing new. Technologies come and go. The world remains a world of squares and towers.
