He believed in confidential decision-making with only 3-4 knowledgeable advisors, recognizing that too many voices could lead to confusion or information leaks. Projects were prioritized based on yield-to-effort ratio, with work allocated according to merit and capability rather than favoritism.
Justice delivery formed a cornerstone of Rama Rajya. Rama insisted that justice must be administered dispassionately by learned ministers regardless of a citizen's wealth. The innocent shouldn't be punished without proper inquiry, as false accusations harm not just individuals but the ruler's family and wealth. Proven criminals couldn't be freed for bribes, and punishment had to match the crime without agitating citizens. Those who fomented trouble, corrupted officials, or conspired against the state faced elimination regardless of their learning or bravery.
Economic prosperity received particular attention. Trade and enterprise were recognized as foundations of wealth, requiring special care for those engaged in economic activities. Expenditures were kept below income, with appropriate taxation that didn't burden citizens. The king's fort remained well-stocked with ammunition, food, water, and tools to withstand any crisis. Security was maintained through a network of spies and well-treated soldiers who received timely wages and recognition for courage.
Rama himself modeled disciplined leadership, waking before sunrise, avoiding excessive sleep, and spending early mornings planning administration and statecraft. He remained accessible to people daily while maintaining appropriate dignity. Perhaps most importantly, he balanced his time between dharma (religious practices), artha (administration and prosperity), and kama (pleasure and entertainment)-embodying the integrated approach to life advocated in Hindu philosophy.
