England's land ownership remains one of our oldest and darkest secrets. The concealment of wealth is integral to its preservation, and land offers unique benefits that other investments cannot match. Its scarcity guarantees value, and owners profit without effort as property values rise through others' labor. This fundamental issue lies at the heart of the housing crisis, with UK land values increasing fivefold since 1995, now representing over half the nation's wealth.
Who owns land matters profoundly-it affects where we live, what food we eat, and how we protect nature. Yet politicians rarely address this issue, dismissing questions about land distribution as "the politics of envy." When I began investigating land ownership out of environmental concern and frustration with housing costs, I was astonished by the difficulty of answering such a seemingly simple question: who owns England?
My journey to uncover this mystery revealed a startling truth-nearly half of England is owned by less than 1% of the population. The land that shapes our lives, our communities, and our future is controlled by a tiny elite whose power has persisted for centuries. This concentration of ownership isn't just a historical curiosity; it's a living legacy that continues to shape everything from our housing crisis to our ecological collapse.

The Norman Legacy: How the 1% Came to Own Half of England
The aristocracy's enduring wealth and power traces directly to the Norman Conquest. As the 6th Duke of Westminster advised young entrepreneurs: "Make sure they have an ancestor who was a very close friend of William the Conqueror." Many of today's largest landowners-including the Grosvenors with their 9 billion fortune and 130,000-acre estate-can trace their bloodlines and land ownership back nearly a thousand years.
The genteel image of aristocracy masks a history written in blood. The Norman Conquest was one of history's most brazen land grabs, with William replacing 4,000 Anglo-Saxon thegns with fewer than 200 Norman barons and clergy who achieved supremacy through force. By the time of the Domesday Book, the king owned 17% of England's landed wealth, bishops and abbots 26%, and 190 barons roughly 54%-with just a dozen leading barons controlling about a quarter of the kingdom.
Later, between 1604 and 1914, some 6.8 million acres of common land were enclosed by Acts of Parliament-a fifth of all England-further dispossessing the peasantry. Slavery and colonialism also funded many great estates, with over 3,000 British properties linked to slave-owners or those who profited from the slave trade.
Male primogeniture-the practice of the eldest son inheriting everything-has been crucial to maintaining large aristocratic estates. Unlike in Wales, Kent or France where land was divided between heirs, this English custom kept estates intact through generations. It's also fundamentally sexist, disenfranchising women like poet Vita Sackville-West who couldn't inherit Knole Castle, and allowing the 26-year-old Hugh to become the world's richest man under thirty when he inherited the Westminster estate over his elder sisters in 2016.
Despite claims that England's aristocracy was an "open elite" willing to welcome new wealth, historical evidence shows great resistance to social mobility. By Victorian times, just 4,217 peers, great landowners and squires owned half of England and Wales-a mere 0.01% of the population controlling 18 million acres. Contrary to popular narratives of aristocratic collapse after WWI, their decline has been greatly exaggerated. Recent estimates suggest the aristocracy still owns roughly a third of England and Wales, with the UK's 24 non-royal dukes alone possessing over 1 million acres.

Royal Domains: The Crown's Hidden Empire
The Duchy of Lancaster, one of England's oldest property empires, remains a secretive royal moneyspinner. Its heart lies in the Queen's Chapel of the Savoy, built from the rubble of the Savoy Palace-once home to John of Gaunt, Duke of Lancaster, the immensely wealthy and Machiavellian power behind Richard II's throne.
During the 1381 Poll Tax rebellion, peasants destroyed Gaunt's opulent Savoy Palace, methodically smashing his treasures rather than looting them. Though the palace fell, Gaunt's ducal lands remained intact. When his son Henry Bolingbroke usurped the throne after murdering Richard II, he declared the Duchy his personal fiefdom separate from Crown lands-an arrangement that persists today.
The modern Duchy encompasses 45,674 acres, including grouse moors, farmland, entire villages, coastal foreshore, and valuable mineral rights. Despite its size and wealth, it operates with remarkable opacity-not subject to National Audit Office scrutiny or Freedom of Information requests, while claiming to receive no public funds despite collecting nearly 38,000 in farm subsidies in 2016.
The Duchy of Cornwall parallels its sister institution as a medieval anachronism benefiting the monarchy. Created in the 1300s for Edward III's son, the Black Prince, it now belongs to Prince Charles. Like the Duchy of Lancaster, it exists in a peculiar legal limbo-neither company, charity, nor public body-allowing it to avoid corporation tax and Freedom of Information requests while requiring Treasury permission for land sales.
The Duchy owns approximately 130,000 acres across England and Wales-nearly double its Victorian holdings-making Prince Charles England's largest private landowner. Its possessions include 19,000 acres in Cornwall with medieval castles and prehistoric stone circles, 70,000 acres of Dartmoor, the Prince's Highgrove estate, ancient hill forts, and modern commercial properties like a Holiday Inn in Reading and the Oval Cricket Ground.
The ownership of royal palaces presents a surprising puzzle. Neither Buckingham Palace nor Windsor Castle belongs to the Crown Estate, instead falling under the Royal Household Property Section. Land Registry records show no registered proprietor for Buckingham Palace, only a caution from the Crown Estate noting the Queen as "beneficial owner." This confusion perfectly illustrates how Britain's modern political system remains interwoven with ancient Crown institutions.

The Church's Diminishing Domain
While the Crown has largely preserved its territorial holdings, the Church of England has experienced catastrophic land loss. Once England's wealthiest landowner, it has shed around 90% of its lands over the past century.
The medieval Church controlled vast wealth-Domesday records suggest bishops and abbots owned over 8.3 million acres, declining to around 4 million by the Reformation. This wealth generated substantial income through tithes, rents and agricultural produce, though some was reinvested in cathedrals or distributed as alms.
Henry VIII's 1536 dissolution of the monasteries represented a straightforward land grab to fund royal ambitions. Many aristocratic families like the Russells (later Dukes of Bedford) received former monastic lands like Woburn Abbey, creating a class with vested interest in maintaining the Anglican settlement. However, the newly created Church of England retained significant wealth through bishopric lands, and by the 1873 Return of Owners of Land, it remained England's single largest landowner with 2.13 million acres.
Despite losing most of its glebe lands, the Church still maintains a property portfolio worth at least 8 billion, managed by the Church Commissioners established in 1948. These Commissioners own around 105,000 acres, generating 226 million annual income.
However, their approach has prioritized profit over social responsibility. When established after WWII, the Commissioners inherited 60,000 residential properties, including some London "slums." Rather than improving these for working-class residents, they sold off 90% by the 1970s, gentrifying areas like Paddington (where prices now reach 11,000 per square meter) and Bishop's Avenue (now known for empty mansions and offshore billionaires).
The Commissioners diversified into commercial property development, building shopping malls and office blocks. Their most lucrative venture was Paternoster Square beside St Paul's Cathedral, leased to developers in 1986 while retaining the valuable freehold. The square later housed Goldman Sachs and the London Stock Exchange, ironically becoming the target of 2011 Occupy protests against financial inequality.

The New Money: Global Wealth and Empty Mansions
The darkened windows of a vacant 28.5 million Mayfair mansion, owned by the son-in-law of Kazakhstan's president through an offshore company, symbolize London's housing crisis-where property has become a financial instrument rather than a home. This empty mansion is far from unique; 60,000 properties across Britain have stood vacant for over two years, with 1,500 in Kensington and Chelsea alone. A leaked council document revealed these empty properties belonged to some of the world's wealthiest people, from Michael Bloomberg to the Sheikh of Dubai, while Grenfell survivors remained unhoused.
Unlike the aristocracy who became wealthy through inheriting land, "new money" has acquired land as a result of becoming wealthy through industry, finance, entertainment, or other means. Many of these new landowners come from overseas-Russian oligarchs, Arab sheikhs, American financiers-a disparate group united mainly by their wealth. The UK now hosts 145 billionaires (third globally), with London housing more billionaires than any other city.
Four distinct waves of new money have flowed into UK land and property over the past century. The first arrived during the Edwardian period when nouveau riche industrialists bought their way into the aristocracy with land and titles. The Vestey brothers exemplify this wave-Liverpool merchants who built a global meat-packing empire and used their immense wealth to buy respectability. William became Baron Vestey in 1922 (paying 20,000 for the title in Lloyd George's "cash for honors" scheme) and purchased the 5,500-acre Stowell Park Estate, which remains in family hands today.
The second wave came with the 1973 oil price spike, bringing Middle Eastern wealth to London's property market. Arab businessmen like Mohamed Al-Fayed purchased Scottish estates (he still owns 34,000 Highland acres), while Mahdi Al-Tajir bought Mereworth Castle in Kent and Scottish properties, becoming Scotland's richest man with a 1.65 billion fortune. Sheikh Mohammed bin Rashid al-Maktoum, now ruler of Dubai, owns approximately 92,000 acres across Britain through offshore companies.
After the Soviet Union's collapse, a new class of Russian billionaires emerged who quickly moved their wealth overseas, with the IMF estimating $170-220 billion fleeing Russia between 1994-2000. London's prime real estate market became their investment of choice. Belgrave Square became known as "Red Square" due to its popularity with Russian buyers. North London properties like Athlone House (bought by Ukrainian trader Mikhail Fridman for 65 million) and the mysterious 65-room Witanhurst mansion (owned by Russian fertilizer magnate Andrei Guriev) exemplify this trend.
The fourth wave followed Thatcher's policies, which unleashed a wave of home-grown businessmen who spent their earnings on mansions and country estates. Tax avoidance isn't merely a foreign import but a homegrown tradition. Jim Ratcliffe, Britain's richest man and owner of INEOS, avoided hundreds of millions in taxes by moving his company to Switzerland, personally lobbied Chancellor Osborne for income tax reductions, and later relocated to Monaco. Sir James Dyson, while advocating for a hard Brexit that would harm small farmers, has amassed 33,000 acres of farmland (likely as a tax shelter exempt from inheritance tax) while collecting 1.6 million in farm subsidies.

The State's Shrinking Holdings
The public sector owns approximately 2.7 million acres of freehold land in England, representing 8.5 percent of the country. While imposing government buildings line Whitehall, many aren't directly owned by their occupying departments.

Notable examples include the Old War Office, sold to the Hinduja Brothers for conversion into a luxury hotel, and Admiralty Arch, now being transformed into an exclusive hotel and private members' club by Spanish developer Rafael Serrano.
The Ministry of Defence leaves a distinctive mark on its vast landholdings, surrounding them with barbed wire, armed patrols, and intimidating signage. While officially claiming ownership of 593,053 acres across the UK, MOD's actual footprint stretches to 1,101,851 acres when including leased land and training rights. England contains the bulk of their freehold estate at 397,098 acres, with major installations like Salisbury Plain and Otterburn in Northumberland owned outright.
The MOD's vast land holdings trace back to the First World War, when the state began seizing land for military purposes. The 1916 Defence of the Realm (Acquisition of Land) Bill, passed during the Battle of the Somme's bloodiest week, gave the government compulsory purchase powers despite landowner concerns. The Second World War dramatically accelerated military land acquisition. By war's end, the War Office had seized over 580,000 acres, while the government overall had requisitioned nearly 14.5 million acres-almost a quarter of the entire country.
Though much land was returned after the war, the military retained significant holdings, often breaking promises to return properties to their original owners. This betrayal is exemplified by the "ghost villages" evacuated during wartime but never returned to civilian use: Tyneham in Dorset, six villages in Norfolk's Stanford Training Area, and Imber on Salisbury Plain. Residents were moved out with assurances of eventual return, but these "Churchill's pledges" were broken as military needs prevailed over civilian rights.

Corporate Land Barons
Peel Holdings exemplifies the hidden power of corporate landowners, controlling 37,000 acres worth 2.3 billion across Manchester and Liverpool, yet remaining largely unknown to the public. The company's reclusive billionaire owner John Whittaker operates from the Isle of Man, never gives interviews, and arrives at board meetings by helicopter.
Whittaker built his empire by acquiring decayed companies with valuable land assets, most notably the Manchester Ship Canal Company in 1987. Peel's developments include the Trafford Centre shopping complex, MediaCityUK in Salford, and controversial plans to transform Liverpool's historic docks with Shanghai-inspired skyscrapers that threaten the area's UNESCO World Heritage status.
Companies today own approximately 6.6 million acres-18 percent of England and Wales. This revelation came through journalist Christian Eriksson's 2015 Freedom of Information request to the Land Registry, which exposed the extent of corporate land control for the first time. The data revealed major corporate landowners including privatized utilities, household names like Tesco and Taylor Wimpey, and obscure entities like MRH Minerals owning 68,000 acres. The top fifty landowning companies alone control over a million acres.
In 2017, further investigations by Private Eye journalists uncovered offshore ownership of 279,523 acres worth 170 billion, suggesting widespread tax avoidance and potential money laundering through English property. These revelations, followed by the Panama Papers scandal, finally pressured the Land Registry to release its Corporate and Commercial dataset in November 2017.
Corporate ownership increasingly encroaches on public spaces in cities through the proliferation of POPS (Privately Owned Public Spaces). These expensively landscaped areas like Kings Place behind St Pancras and "More London" embankment appear public but are governed by special bylaws and private security. Attempting even peaceful protest in these spaces invites swift removal, as I discovered during a small anti-fracking demonstration outside Barclays in Canary Wharf, which is entirely owned by the Qatari Investment Authority and where photography is bizarrely banned.

The Failed Promise of a Property-Owning Democracy
The concept of a "property-owning democracy" championed by Margaret Thatcher in the 1980s promised widespread home ownership as a bulwark against socialism. While her Right to Buy program allowed a million council tenants to purchase their homes and homeownership rose from 55% to 71% by 2003, the foundations were unsustainable. Council house construction virtually ceased, private development never filled the gap, and housing construction rates halved from their post-war peak of 400,000 annually.
Thatcher's property-owning democracy has failed on its own terms. The explosion of cheap credit fueled massive house price inflation, with average prices soaring from 25,000 in 1980 to over 175,000 by 2008. After the financial crash, homeownership went into reverse, with just 27% of middle-income 25-34 year-olds owning homes compared to 65% two decades earlier, creating "Generation Rent."
Despite Conservative attempts to revive housebuilding, construction remains far below the 300,000 annual homes needed. More fundamentally, England isn't truly a property-owning democracy in land terms-homeowners collectively possess only about 5.4% of England's land area (including gardens), a fraction of what remains concentrated in the hands of aristocrats, gentry and City financiers.
The idea of land reform is routinely demonized by the right-wing press as "the politics of envy" or crypto-communism, with the Scottish Daily Mail comparing Scotland's mild 2003 Land Reform Act to Mugabe's violent seizures in Zimbabwe. Yet historically, land theft in Britain has been perpetrated by the powerful against the powerless, from Highland Clearances to English Enclosures.
In 1649, amid the tumult following Charles I's execution, Gerrard Winstanley led the Diggers in occupying St George's Hill in Surrey. These landless commoners cultivated what they saw as common land, declaring it "must be set free from intanglements of lords and landlords" to become "a common treasury for all." Their rebellion targeted the Norman legacy of land seizure and the centuries of enclosure that followed. Though quickly evicted by local landowners and the army, their radical vision lives on.
The supreme irony is that St George's Hill today has become "Britain's Beverly Hills"-a gated community of luxury mansions where properties sell for up to 30 million, with 72 homes worth 282 million owned through offshore tax havens. The residents' association requires each house to have at least one acre of land-"socialism for the rich, capitalism for the poor."

The White Cliffs of Dover serve as both a powerful symbol of English identity and a microcosm of the nation's complex relationship with land. While representing resilience and independence to some, they also embody England's insularity and hostility to outsiders to others. The National Trust's ownership of this iconic landscape (part of its 614,000 acres across England and Wales) raises questions about whose history is preserved and how nature should be conserved.
Founded in 1894 by three radical Victorians-Octavia Hill, Robert Hunter, and Hardwicke Rawnsley-the Trust began as a revolutionary organization challenging Victorian industrialization and fighting for public access to green spaces. Their innovative strategy of buying land through public appeals eventually led to the 1907 National Trust Act, which granted the Trust the unique legal power to declare its land "inalienable"-protected from sale or government seizure without parliamentary debate.
The Trust's evolution from radical origins to aristocratic ally is a fascinating story of class tension. Though initially focused on vernacular architecture and countryside preservation, the Trust gradually shifted toward preserving stately homes. This transformation accelerated in the 1930s when the Marquess of Zetland became chair and invited Lord Lothian to address the Trust about saving country houses threatened by death duties. Despite Britain suffering through the Great Depression with 2.5 million unemployed, Parliament passed legislation creating the Country House Scheme in 1937, allowing aristocrats to transfer properties to the Trust to avoid inheritance taxes while continuing to live in them.
The struggle for public access to England's countryside culminated in the famous Kinder Scout mass trespass of 1932, when Benny Rothman led 400 ramblers onto the Duke of Devonshire's grouse-shooting estate in the Peak District. Despite clashing with gamekeepers, they reached the plateau in a victory that would become "the most successful direct action in British history." This protest spoke to widespread yearning for countryside access across political divides. Only with the Countryside and Rights of Way Act of 2000 did a genuine right to roam become law, opening mountains, moorland, commons and coastlines to the public regardless of landowner wishes. Yet this right still covers only 10% of England and Wales, far less than Scotland's comprehensive access rights.

An Agenda for English Land Reform
After two years investigating England's land ownership, much remains mysterious due to the Land Registry's continued protection of private landowners' interests and persistent social taboos around questioning property ownership. While we now know who owns about a third of England and Wales, deficiencies in data publication mean only about 10% can be accurately mapped, and the Land Registry still shields the wealthy owners of the remaining two-thirds from public view.
The public sector (central and local government, universities) owns 2.7 million acres or 8.5% of England. The Church owns about 0.5%, while Crown lands comprise 1.4%. Conservation charities like the National Trust own about 2% of England. Together, these institutions control 12.4% of the country. The remaining 88% is privately owned: corporations own about 18%, homeowners just 5%, while the aristocracy and gentry still control approximately 30%, and "new money" owns about 17%. About 17% of England remains unregistered, with unknown ownership-likely belonging to aristocratic families whose lands have never undergone market transactions requiring registration.
Land ownership in England remains staggeringly unequal-just 25,000 landowners (less than 1% of the population) own half the country. This concentration appears throughout England, from central London's "Great Estates" to West Berkshire where thirty landowners own nearly half the land. Little has changed since the Domesday Book of 1086 when 200 Norman barons owned half of England.
It's time for a serious political debate about land reform in England. We face a housing crisis, collapsing biodiversity, Brexit challenges for farming, and spiraling inequality-all issues where land reform is central. We can learn from Scotland's successful land reform movement and England's own radical past. Two overarching proposals frame detailed suggestions: first, a Land Reform Act for England as flagship legislation for any reforming government; second, a Land Commission for England to investigate and report on land issues, generating informed public debate about how we use and share land.
We need to lift the veil of secrecy around English land ownership. Other countries handle this better-France has local cadastre maps, Denmark has digitized national maps updated daily, and New Zealand has comprehensive free digital records. The government must open up and complete the Land Registry by dropping fees that prevent full transparency.
The housing crisis is fundamentally a land crisis, with land prices spiraling 400% since 1995. We need to give councils the power to buy land cheaply again, as they could between Attlee's post-war government and the 1960s, when landowners were compensated at agricultural value rather than speculative "hope value." We must also end the scandal of empty homes by hitting long-term vacant properties with a 300% council tax increase, or even 1,000% as Boris Johnson once suggested.
American conservationist Aldo Leopold wrote of fostering a 'land ethic' to encourage humanity to care for the earth for future generations. While some aristocratic landowners genuinely act as good stewards, many don't. We should change England's laws to embed stewardship at the heart of land ownership. Like a Hippocratic oath for landowners, this would create cultural change, embedding the idea that land ownership carries responsibilities, not just rights-that we belong to the earth rather than the earth belonging to us.
