Modern society is fundamentally insecure because it expects different people to do the same things for entirely different reasons. Neighbors may hold completely separate philosophies-one a materialist, another a Christian Scientist, another a traditional Christian, another a theosophist-yet somehow function together. This unity built on coincidence rather than communion is precarious. The crucial problem isn't why people pursue pleasure or security, but why they conceive these ends in particular ways. Our pseudo-environments determine thought, feeling, and action precisely because our connection to reality is indirect.

Executive compensation at public companies must be disclosed while private firms maintain secrecy. Medical records remain strictly confidential while court proceedings are generally public. These varying boundaries create natural barriers limiting what facts reach the public and shape how we understand institutions and power structures.
Physical and social barriers further restrict information flow in complex ways. Social stratification creates "grooves" where many remain isolated with limited exposure to outside ideas - from gated communities to urban food deserts. Transportation and communication technologies significantly impact idea circulation, as seen in how internet access shapes political awareness and economic opportunity. Economic factors determine who can afford subscriptions, attend conferences, or join influential networks. Social hierarchies form with "social leaders" serving as gatekeepers between different levels, while international high society wields outsized influence especially in foreign relations. Think tanks, media organizations, and academic institutions act as information brokers, filtering what reaches broader audiences.
Perhaps most limiting is our scanty attention in an age of information overload. Studies consistently show that even educated people spend just fifteen minutes daily reading newspapers, while social media scrolling rarely leads to deep understanding. With the world's complexity contrasted against such limited engagement, imagination necessarily constructs most opinions based on fragments and headlines. Add to this the poverty of language to capture nuance, constant distraction from notifications and entertainment, unconscious feelings and biases coloring interpretation, and the inherent complexity of interconnected global systems, and we have a machinery that thwarts clear perception and substitutes misleading fictions for workable ideas. We don't first see and then define-we define first and then see. From the confusion of the outer world, we select what our culture has already defined, perceiving it in forms stereotyped by our culture. Beyond mere economy of effort, we cling to our stereotypes because they form the core of our personal tradition and defend our position in society. These ordered, consistent pictures become the comfortable environment where we feel at home. Any disturbance to our stereotypes feels like an attack on the foundations of our universe. The stereotypes are highly charged with feelings, the fortress of our tradition behind which we feel safe.
Aristotle's defense of slavery demonstrates this perfectly. When faced with the uncomfortable fact that Athenian slaves were often indistinguishable from citizens, he created a stereotype that "some men are slaves by nature." This perfect stereotype precedes reason itself-it stamps itself upon evidence in the very act of securing it. Like colored window panes, stereotypes color everything we see.
Our repertory of fixed impressions extends beyond ideals to include stereotyped villains and enemies. When events match our stereotypes, we feel a sense of familiarity. If we believe our slave is a slave by nature, we avoid moral qualms. The pattern of progress became particularly powerful after the mechanical revolution provided concrete evidence through steam navigation, gas lighting, and railways-miracles that formed the pattern of belief in human perfectibility. In America especially, this stereotype has suffused the moral code-an American will endure almost any insult except being called unprogressive.
But stereotypes create blind spots. Americans saw expansion of cities but not slums, census growth but not overcrowding, industrial expansion but not resource depletion. When stereotypes and unavoidable facts part company, blind spots move from the periphery to the center of vision.

The Self and Its Interests
Our minds constantly rework impressions into personal expressions, not merely recording but creatively reshaping reality. We tend to personify abstract concepts and dramatize relationships, creating allegories where social movements and institutions become characters. Names serve as shorthand for complex impressions, but they're poor currency for thought-too empty and abstract-so we visualize them through physical metaphors.
Public affairs remain dull until transformed into engaging pictures by someone with artistic ability. The most powerful handles for engagement are sexual passion and fighting, with the latter dominating American political imagery. Politics becomes interesting when framed as a fight or "issue," even when no genuine conflict exists. For distant events to hold our attention, we need opportunities for identification and participation in a struggle.
Political ideologies follow the pattern of realistic beginnings and romantic endings. They start with recognizable evils like German threats or class conflict, but cross imperceptibly into unverifiable futures. Propagandists know to begin with plausible analysis but avoid continued analysis, as the tedium of real political work destroys interest.
No story affects all listeners identically. Each person enters it differently based on unique experiences, reenacting it personally and infusing it with individual feelings. The statement that "self-interest determines opinion" becomes meaningful only when we know which of our many selves selects and directs that interest.
Religious teachings have always recognized multiple personalities within each person-Higher and Lower, Spiritual and Material, Divine and Carnal. Modern understanding acknowledges many different selves rather than just two antithetical ones. We present different selves depending on whether we're dealing with equals, inferiors, or superiors; courting or possessing; interacting with children, partners, or bosses; struggling or successful; facing danger or security.
Our characters form from our conception of situations. Much comedy derives from people imagining inappropriate characters for unfamiliar situations: "the professor among promoters, the deacon at a poker game, the cockney in the country."

The Formation of Common Will
How do common ideas emerge from complex individual impressions? People differ dramatically in their susceptibility to ideas and emotional responses. Some individuals respond powerfully to abstract concepts like a starving child in a distant land, while others remain emotionally unmoved by anything outside their immediate experience. This variance in emotional reach creates a fundamental challenge in forming collective will. Even when people are emotionally affected, their actions typically follow indirect paths-we donate money to aid organizations rather than directly feeding the hungry child. The stimulus is second-hand, the response is second-hand, yet the emotional experience remains immediate and authentic.
Within certain boundaries, emotions demonstrate remarkable transferability between various stimuli and responses. This psychological flexibility enables political unification through carefully chosen symbols that evoke similar emotional responses despite widely different interpretations. For instance, "Americanism" might represent isolationism to one citizen, a rejection of Wilsonian internationalism to another, and anti-revolutionary sentiment to a third. These symbols function as social adhesive despite fundamentally different underlying interpretations and beliefs.
The psychological mechanism of transferable emotions played a crucial role during World War I, particularly in Wilson's formulation of the Fourteen Points during the moral crisis of late 1917. The timing was critical - Russia was experiencing revolutionary collapse, France was grappling with military mutinies, and Britain was suffering devastating casualties. War weariness had spread throughout Europe like a contagion. The remarkable success of the Fourteen Points in sustaining Western morale through the final ten months of war stemmed precisely from their calculated ambiguity. They offered something for everyone while cleverly avoiding discussion of inherent contradictions. Labor groups could find support for workers' rights, businesses could see protection for commercial interests, and nationalists could interpret support for self-determination. This illustrates a fundamental principle of mass psychology: as symbols ascend in generality and abstraction, they may sacrifice intellectual precision but maintain or even strengthen their emotional resonance and unifying power.
The formation of common will thus operates not through precise shared understanding, but through broad emotional alignment around flexible symbols that can accommodate diverse interpretations while maintaining their motivational force. This explains how societies can achieve collective action despite significant underlying disagreements about specific meanings and implications.

Leaders and the Masses
The machine of leadership exists not due to human perversity but because of a fundamental truth: no common idea emerges spontaneously from a group. While masses can demonstrate their power through resistance - strikes, boycotts, protests, and civil disobedience - they fundamentally lack the organizational capacity to construct or administer complex systems without hierarchical structure. The public can effectively respond Yes or No to clearly presented issues, much like a referendum, but cannot independently formulate or navigate the intricate web of policy choices and their consequences.
For any practical action beyond simple opposition, leadership hierarchies prove essential. Even in movements that appear spontaneous - from street protests to social media campaigns - impromptu ringleaders invariably emerge. Without these natural leaders, crowds mill aimlessly, lacking direction and purpose. Most people, occupied with their immediate concerns, rarely make independent decisions about events beyond their direct experience. Instead, they engage in what might be called mental pantomime, waiting for news and guidance from recognized authorities about how to interpret and feel about distant events.
Successful leaders understand the vital importance of cultivating powerful symbols to organize and unite their following. Symbols serve for the rank and file what privileges and power do within the hierarchy - they conserve unity and create shared identity. From ancient totems to national flags, from religious idols to invisible kings, symbols create psychological focal points where individual differences merge into collective purpose. Modern examples include corporate logos, political slogans, and cultural icons that rally people around shared causes.
Though symbols might appear as instruments of manipulation or deception, they can be beneficent and sometimes necessary for social cohesion. When rapid collective action is imperative, mobilizing masses through symbolic representation may be the only effective approach. During wartime, for instance, a nation and its armed forces must necessarily trust strategic decisions to a select few minds. Two conflicting opinions within leadership, even if one proves ultimately correct, may prove more dangerous than unified action behind one wrong opinion, as internal disagreement dissolves the unity necessary for effective action.
Leaders maintain their positions through a careful balance of strategic favors to influential supporters and sophisticated propaganda for the anonymous multitude. Their natural advantages include presumed privileged access to better information, control over the flow of facts, and convincing authority derived from institutional position. Every official becomes "in some degree a censor" and "in some degree a propagandist," making crucial decisions about which facts the public should know and how they should be presented.
The creation of consent, far from diminishing with democracy's rise, has evolved into an increasingly sophisticated technique based on scientific psychological research rather than mere intuition or rule of thumb. This transformation represents a revolution "infinitely more significant than any shifting of economic power." Modern leaders employ advanced understanding of human psychology, big data analytics, and sophisticated communication strategies to shape public opinion in ways their predecessors could never have imagined.

Democracy's Incomplete Theory
Despite public opinion's supposed primacy in democracies, there's surprisingly little literature on how these opinions form. Most political writers take public opinion as a given force, focusing instead on how government should either express or restrain the common will.
Early democrats faced a profound conflict between their ideals and political science. Fighting against age-old prejudice, they asserted human dignity by insisting all men were reasonable and fit to govern. They couldn't admit the aristocratic argument that people are fallible, easily fooled, and unequally suited for governance without breaching their democratic defenses.
So democrats insisted that reasoned righteousness welled spontaneously from the masses. The fundamental premise they shared with Aristotle was that governing was a natural endowment-they merely disagreed with aristocrats about who possessed this innate wisdom.
Jefferson particularly formulated America's democratic image based on townships, believing "those who labor in the earth are the chosen people of God" whose independence and virtue made them ideal for spontaneous democracy. Though romantic, Jefferson's view contained solid sense-independent farmers indeed come closer to fulfilling spontaneous democracy's requirements than other societies. But maintaining this ideal required fencing these communities from worldly "abominations" and confining affairs to what farmers were accustomed to managing.
The democratic ideal became political gospel, supplying stereotypes through which Americans viewed politics. For democracy to remain spontaneous, its interests must remain simple and intelligible, approximating isolated rural townships where information comes from casual experience and the environment stays within every man's direct knowledge.
Hamilton's statecraft wasn't merely class favoritism but strategic nation-building. He needed men whose interests could quickly align with national ones-the gentry, creditors, manufacturers, and traders. His fiscal measures brilliantly attached these provincial notables to the new government.
Though the constitutional convention worked behind closed doors with ratification by "probably not more than one-sixth of adult males," the Federalists made no pretense-they argued for union, not democracy. The constitution deliberately limited popular rule, with the House as its only democratic organ, carefully checked by Senate, electoral college, Presidential veto, and judicial interpretation.

The Press and Its Limitations
The relationship between readers and press is anomalous in our civilization. Newspapers are ethically judged like churches or schools, yet readers expect truth to be delivered virtually free. While people willingly pay for telephones, transportation, and entertainment, they resist paying directly for news.
The economic model reveals this contradiction: readers pay indirectly through advertising. Circulation becomes valuable only when sold to advertisers, who buy it with revenues secured through indirect taxation of readers. A newspaper can challenge powerful interests but cannot survive alienating its buying public.
The reader's loyalty to a newspaper exists without any formal agreement or contract. Most critically, readers judge newspapers by how they handle news within their personal experience. If the paper's coverage of one's business, church, or party seems satisfactory, readers typically trust its reporting on everything else.
News gathering operates within profound physical limitations. All the world's reporters working around the clock couldn't possibly witness every happening. The precision of news reporting directly correlates with the existence of formal recording systems. Where precise measurement exists-stock exchanges, election returns, vital statistics, customs records-news services operate with remarkable accuracy. But for subjects lacking systematic record-keeping-states of mind, personalities, intentions, public opinion, working conditions, discrimination-news becomes inherently debatable or neglected entirely.
News and truth are not the same thing and must be clearly distinguished. The function of news is to signalize an event, while truth brings to light hidden facts, setting them in relation to create a picture of reality on which people can act. They coincide only where social conditions take measurable shape-a small part of human interest.
The press has mistakenly been regarded as an organ of direct democracy, a perpetual Court of Public Opinion laying down law for everything. This is unworkable. The quality of news about modern society reflects its social organization-better institutions produce better news.

Organized Intelligence as the Solution
Reform through governmental research, industrial audits, and budgeting faces resistance because these approaches reverse how public opinions typically form. Rather than presenting dramatic narratives built on stereotypes, they break down drama and offer impersonal facts-an approach people find either painful or dull.
Democracy's practice has outpaced its theory. While democratic theory suggests adult voters collectively make decisions from their inherent will, invisible governing hierarchies and constructive adaptations have emerged to represent interests normally out of sight. Courts protect forgotten interests, while agencies like the Census Bureau, Geological Survey, and Children's Bureau speak for factors voters cannot directly perceive.
The expert's power comes from separating themselves from decision-making. By making the invisible visible, they confront those with material force with a new environment, affecting decisions by disturbing existing power alignments rather than forming political majorities.
Experts wield profound influence by making invisible facts visible, creating new environments that decision-makers cannot ignore. When confronted with obtrusive facts, people must either perversely ignore them (crippling themselves), acknowledge but refuse to act (causing internal frustration), or most commonly, adjust their behavior to this enlarged environment.
The institutional safeguard must be absolute separation between investigation and execution staffs-recruited differently, paid separately, responsible to different heads, and uninterested in each other's success.
Far from complicating governance, these intelligence systems would simplify by revealing complexity now too great to be humanly manageable. The current invisible system of government is so intricate most citizens have abandoned trying to follow it. Intelligence systems would reduce personnel per unit of result by making available to all the experience of each, reducing trial and error, and enabling self-criticism.
The public can judge whether relevant facts were considered and proper procedures followed, but can't typically determine what is relevant or what constitutes due consideration. The educated citizen will increasingly focus on procedure's equity and sanity rather than attempting to judge complex issues directly.
Reason in politics remains immature, especially in predicting individual behavior where small initial variations produce elaborate differences. The rate at which reason advances is slower than the pace requiring action, creating a time-differential that political philosophers must address.
Where so much remains uncertain and actions must be based on guesses, we must cultivate good will and reject hatred, intolerance, suspicion, bigotry, secrecy, fear, and lying as poisons to public opinion. Despite witnessing brutality and hysteria, we needn't despair of humanity's future. What some humans have achieved, more might eventually accomplish. If amid all evils you've seen moments worth multiplying, there remains cause for hope.
