Contrairement aux politiques de transition verte, ce pacte assume la prédation des ressources pour contrer l'influence de la Chine et de la Russie. Il se traduit par l'ouverture de forages massifs, l'utilisation de la sécurité nationale pour contourner les lois sur les espèces protégées et une course aux minéraux critiques pour alimenter l'intelligence artificielle et la tech.
