Fifth, transform our attitude toward urbanization-from grudgingly tolerating cities to actively encouraging their growth. Manufacturing requires global integration, not protectionism. India must join global supply chains rather than attempting import substitution. We can't force domestic production of entire products like mobile phones; instead, we must specialize in component manufacturing. Competition from imports is essential for improving quality-our car exports only began after we allowed imports, forcing domestic manufacturers to improve. Land acquisition represents India's most contentious economic challenge. In our crowded country, land is often the only financial asset people possess. Yet industrial growth requires acquiring agricultural land. We need a middle path: higher compensation without excessive price increases, minimal state involvement, and development of genuine land markets. We must abandon our Gandhian obsession with agrarian purity and village life. Rural India keeps people trapped in caste hierarchies and kinship constraints. Cities, by contrast, foster innovation and solidarity. To revitalize agriculture, we must first allow people to sell their land freely, with banks lending money for land purchases so efficient farmers can expand while others can exit.

The government must do different things: stop tormenting manufacturers with regulations and instead provide basic services like law, healthcare and education. It must think differently: trust prices rather than manipulate them, as prices are the democratic voice of the people. Though India's scale of problems may be unique, each individual challenge isn't. We're a young country-averaging 25 years old, fifteen years younger than America and ten years younger than China-which explains our impatience, quick anger, and lack of perspective. The noise that keeps us awake at night in India-the constant construction, demolition and rebuilding-is both a blessing and a curse. Economic growth is essential because it changes lives and opens horizons, but only if we do it right. Whatever the costs of growth, we must pay them because too many Indians will live lives of desperation if our economy doesn't flourish. The noise that fills our ears-both of construction and democratic debate-shouldn't be feared. It's the sound of building, the sound of growth, the sound of the future. It's the sound of desperation becoming triumph.
