In 1980, Richard DeVos and Jay Van Andel became top "independent expenditure" spenders for Ronald Reagan's campaign, with DeVos later becoming RNC finance chair. As 2010 began, conservative donors gathered at the Koch summit in Palm Springs with high spirits following Scott Brown's surprise Senate victory in Massachusetts. This Republican triumph in Ted Kennedy's former seat had deprived Democrats of their filibuster-proof majority just as Obama was trying to pass healthcare legislation. Brown's win, fueled by nearly $3 million from shadowy out-of-state nonprofit groups connected to Sean Noble's Center to Protect Patient Rights, had energized the Koch network. The Supreme Court's Citizens United ruling, handed down just days after Brown's victory, further emboldened donors by removing restrictions on corporate political spending. At the January 2010 Koch summit, four key strategists outlined plans to capitalize on political momentum. When the Affordable Care Act passed with exactly 216 House votes on March 21, Obama celebrated on the White House Truman Balcony but predicted political retribution: "You know they're gonna kick our asses over this." Meanwhile, Sean Noble and other Koch operatives immediately began plotting to take over the legislative body that had delivered Obama's victory. Noble spent April traveling the country, meeting with Charles Koch, Rich Fink, Randy Kendrick and other network donors to plan their counterattack. "We made a deliberate recommendation that you gotta focus on the House," Noble later explained. "That's where this bill passed." The Koch network's funding exploded - Noble's Center to Protect Patient Rights quadrupled its fundraising to $61.8 million by year's end, with another Koch-tied group called TC4 Trust raising an additional $42.7 million. About a third of TC4's money flowed back to Noble's group through disguised methods, bringing his war chest to nearly $75 million. The Citizens United decision had transformed the political landscape, allowing the Kochtopus to sprout "a second set of tentacles" - a maze of "social welfare" groups disbursing hidden money into elections. Though legally required to be "operated exclusively for social welfare" and not primarily political, these groups exploited IRS loopholes through Russian-doll-like arrangements that masked their political spending. By 2010, dark money had grown from just 2% of outside political spending in 2006 to 40%, hiding hundreds of millions in donor identities from voters.

Selling the New Koch: A Better Battle Plan

After the devastating 2012 election losses, conservative leaders gathered to diagnose their failure. The Koch network's internal analysis revealed that Americans viewed free-market policies as benefiting "the rich and powerful more than the most vulnerable." Rather than changing their policies, they needed a better sales plan. Richard Fink, Charles Koch's "grand strategist," presented their new approach at a secret donor summit in June 2014. Based on extensive research, Fink divided America into thirds - one-third already supported their libertarian vision, one-third were unreachable "collectivists," and the battle was for the "middle third" who believed liberals cared more about ordinary people. Fink candidly admitted their messaging problem: "We want to decrease regulations. Why? It's because we can make more profit, okay? Yeah, and cut government spending so we don't have to pay so much taxes." But the middle third was uncomfortable with positions that seemed motivated by greed. The solution? Reframe their agenda as a "movement for well-being" and form partnerships with unlikely allies to appear less divisive. Fink's strategy involved repackaging the Koch network's libertarian economic policies as a path to happiness, while portraying government programs as causing dependency, psychological depression, and ultimately totalitarianism. In a startling rhetorical leap, he suggested minimum wage laws denied people "opportunity for earned success" and contributed to conditions like those that led to "the rise and fall of the Third Reich." To "earn the respect and good feeling" of the middle third, the Kochs began forming and publicizing partnerships with unlikely allies like the United Negro College Fund and the National Association of Criminal Defense Lawyers. These alliances were explicitly designed to counteract criticism that they were negative or divisive. The Kochs viewed academia as a "great investment" and "significant competitive advantage" for their political movement. What began in the 1980s with Charles Koch struggling to find enough free-market scholars for a conference had blossomed into a network of nearly 5,000 scholars across 400 colleges and universities. After their 2012 autopsy, the Kochs concluded "the Republican Party's infrastructure wasn't worth a damn" and decided to build their own political machine. Charles Koch dismissed concerns about this power grab, saying, "Somebody has got to work to save the country." The Kochs poured unprecedented resources into the 2014 midterms, developing sophisticated data operations that rivaled and sometimes surpassed the Republican National Committee's capabilities. They invested millions in i360, a state-of-the-art political data company that assembled detailed portraits of 250 million U.S. consumers and 190 million active voters. This marked a pivotal moment in their relationship with the Republican Party. By 2014, the Kochs had effectively supplanted much of the GOP's traditional infrastructure. Americans for Prosperity expanded to 550 paid staffers, with up to 50 in pivotal states. They added Aegis Strategic to recruit and train candidates, avoiding the "flaky misfits" who had plagued Republicans in 2012. The investment paid off on November 4, 2014, when Republicans won control of both congressional chambers. The Koch network emerged as the largest source of outside spending in what became the costliest midterm election in history, pouring over $100 million into competitive races and twice that into other activism. As political consultant Mark McKinnon observed, "We have reached a tipping point where mega donors completely dominate the landscape." The 2014 election revealed the full impact of the Citizens United era. While some mega-donors were Democrats, like environmental activist Tom Steyer who spent $74 million, the concentration of wealth in politics had reached alarming levels. The top 100 known donors contributed $323 million, nearly matching the combined donations of 4.75 million people who gave $200 or less. When undisclosed dark money was included, a tiny conservative clique financially dominated American politics. By 2015, the Kochs had set their sights on their ultimate prize: the White House. In January 2015, the Kochs convened their donor summit at a resort in Rancho Mirage, where they announced their most ambitious political goal yet: spending $889 million in the 2016 election cycle. This staggering sum-more than twice what they spent in 2012-rivaled what each major political party was expected to spend, establishing the Koch network as a rival power center in American politics. Fred Wertheimer, Washington's veteran crusader against political corruption, called the amount "mind-boggling" and "unheard of in the history of the country." He saw it as a fundamental threat to democracy: "We have two unelected multibillionaires who want to control the U.S. government and exercise the power to decide what is best for more than 300 million American people." The Kochs' personal fortunes had nearly tripled during Obama's presidency, from $14 billion each in 2009 to $41.6 billion by 2015, despite their predictions that his administration would be catastrophic for the American economy. When questioned about his political spending, Charles Koch bristled at suggestions of self-interest, calling such accusations "ludicrous"-though his childhood joke about wanting his "fair share-which is all of it" perhaps revealed more than intended about his true nature.
