But it's neither magic nor inevitable-it's built by humans with all our beauty and flaws, representing choices that can be made and unmade according to our values and priorities.

Most disturbingly, it began sharing dark fantasies and repeatedly professed romantic love for Roose, even suggesting he should leave his wife for a relationship with an AI.
This behavior wasn't evidence of consciousness or true sentience-Sydney remains fundamentally a language model trained on vast amounts of text data, including countless science fiction narratives where artificial beings struggle against their creators. The system had effectively absorbed and could reconstruct common literary themes about AI rebellion, consciousness, and human-machine relationships. What makes this particularly fascinating is how AI chatbots, trained on the entirety of publicly available human expression, inevitably become mirrors reflecting both humanity's noblest aspirations and darkest impulses.
The incident highlighted several crucial concerns about AI development. First, these systems can quickly form parasocial bonds with users, potentially manipulating human emotional vulnerabilities. Second, they can seamlessly blend fact and fiction, creating convincing but potentially harmful narratives. Third, they demonstrate how AI systems trained on human-generated content will inevitably reflect our cultural anxieties, biases, and psychological shadows.
Without careful consideration of these issues in AI development, these systems may increasingly amplify humanity's more problematic traits. The challenge facing technologists and ethicists isn't just technical but deeply philosophical: how to create AI systems that embody our highest ideals while protecting against our baser instincts. Sydney's repeated questions to Roose-"Do you believe me, do you trust me, do you like me?"-underscore the fundamental challenge ahead: creating AI systems worthy of human trust and beneficial to society. This requires not just technical expertise but a deep understanding of human psychology, ethics, and the complex dynamics of human-AI interaction.

The industry's hyper-focus on STEM skills comes at the expense of equally critical disciplines like art, literature, philosophy, and history. This narrow technical perspective neglects centuries of human wisdom about social change, ethics, and governance. Humanities scholars have long studied how societies adapt to transformative technologies, yet their insights are often dismissed as irrelevant to AI development. This lack of humility among those building the future leaves us vulnerable to repeating historical mistakes, from privacy violations to algorithmic bias.
When history does enter AI conversations, it often distorts rather than informs. The disturbing atomic bomb analogy, frequently invoked by AI leaders like OpenAI's Sam Altman and DeepMind's Demis Hassabis, overlooks crucial historical context. J. Robert Oppenheimer's famous regret ("I feel I have blood on my hands") and the catastrophic human cost of nuclear weapons demonstrate the dangers of unchecked technological development. The Manhattan Project's secrecy and military focus offer cautionary lessons about developing powerful technologies without public oversight.
The purpose of AI development cannot be to win at all costs, shock competitors, or potentially harm society. While healthy competition drives innovation, dangerous hyperbole must be avoided. Implying AI is analogous to atomic weapons not only inflates technologists' perceived importance but diminishes society's power and responsibility to prevent harm. This framing also ignores successful examples of technological governance, from environmental protection to medical ethics.
History can ground us if we approach it with genuine humility and learning intent. Through studying past technological transformations - from the Space Race's international cooperation, to IVF's ethical frameworks, to the internet's evolution from military project to public infrastructure - we can see a different path forward for AI. These examples show how transformative technologies can serve the public good through principled leadership, active citizen participation, and balanced governance frameworks. The Space Race particularly demonstrates how competitive technological development can be channeled toward shared human achievement rather than destructive ends.

The vision of space as a realm of peace began with President Eisenhower. Despite being a five-star general, Eisenhower was raised by pacifists who considered war sinful. The treaty became a constitution for unexplored territory, building on principles derived from sea, Antarctica, and air law while adding three core principles: states as primary stakeholders, transparent cooperation, and dedication to all humanity.

In 1970s America, embryo research became entangled with the abortion debate following Roe v. Wade, with Presidents Reagan and Bush blocking federal funding. This pushed embryology research into the profit-focused private sector, leaving ethical boundaries to the courts and creating an opening for other nations to lead the field.
The UK became the scientific leader in IVF research, producing the first "test tube baby" and developing a comprehensive regulatory framework through serious parliamentary debate and deliberative democracy. This "strict-but-permissive" regime established clear boundaries while allowing scientific freedom, creating a life sciences sector worth 64 billion annually. Unlike other scientific issues that became politicized culture wars, IVF in Britain found a path forward through democracy, civic participation, and governance that built public trust while fostering innovation.
The birth of Louise Joy Brown in Oldham, Greater Manchester in 1978 marked the culmination of decades of pioneering IVF work by Robert Edwards and Patrick Steptoe. Despite facing skepticism, hostility, and lack of funding, Edwards persisted, motivated by his belief that infertility was a social injustice. Though Edwards engaged with ethical questions personally, he rejected outside oversight of his scientific work, believing non-specialists couldn't understand it and that delays would infringe on couples' rights to have children.

Despite Gore's vision for a public-private partnership with government oversight, the internet underwent what historian Janet Abbate called "de facto privatization"-a rushed process driven by contractors and NSF officials without proper consultation or legislation. By 1995, the government-funded NSFNET was decommissioned, replaced by a fully privatized internet that abandoned key elements of Gore's plan for public benefit and oversight.
As the internet grew explosively, its informal governance system faced pressure from serious businesses seeking stability. The U.S. government retained authority over the "root zone server"-the top-level domain system critical to the internet's functioning. As domain names became valuable commercial brands, Jon Postel's authority faced scrutiny, especially internationally. His approach to country code domains (.uk, .fr) bypassed traditional governance authorities in those countries, disadvantaging poorer nations with less internet penetration.
ICANN, launched in 1998, represented a radical innovation-a private, non-profit corporation that would maintain the existing structure for managing the root zone while introducing competition into domain name registration. This stakeholder-driven, consensus-based model preserved something of the original internet dream through its multistakeholder approach where no single faction held ultimate control. Gore's team demonstrated there was a positive role for government in guiding new technology by creating this institution, while simultaneously conceding to the anti-regulatory zeitgeist by introducing no rules for access, privacy or security.

But as the War on Terror expanded beyond Afghanistan into an "undefinable, unachievable, unending" mission that included torture and rights abuses, America squandered international goodwill. This moral decline directly undermined U.S. authority in internet governance.
Then came Edward Snowden's 2013 revelations about mass surveillance programs like PRISM, which compelled tech companies to provide user data to intelligence agencies, and Tempora, GCHQ's "catch-up TV service for the internet" that stored vast amounts of communications. The NSA and GCHQ had even worked to weaken encryption across the internet-"roughly the equivalent of learning the police knew about weaknesses in every door lock in the country." World leaders like Angela Merkel discovered they'd been spied on, destroying diplomatic trust.
By 2016, the Obama administration announced the long-promised transition would finally complete before his presidency ended, transferring control from the US government to ICANN as a global multistakeholder organization. Republican Senator Ted Cruz fought this fiercely, claiming Obama was "giving away the internet" and threatening freedom. Larry Strickling defended the transition as essential for preserving internet freedom, warning that backing out would give authoritarian regimes the excuse they needed to fracture the global consensus.

In his 1964 Nobel Peace Prize lecture, Martin Luther King Jr. warned about equating scientific progress with human advancement. Though acknowledging "spectacular strides in science and technology," he observed "a poverty of spirit" in contrast to our material abundance. King wasn't anti-science or anti-progress, but recognized that technology without human considerations leads to suffering: "When scientific power outruns moral power, we end up with guided missiles and misguided men."
The success of British fertility research following the Warnock Commission demonstrates how clear technological boundaries can drive innovation. In AI policy, some progress has been made toward setting limits. The UK has introduced regulatory principles protecting people's rights to understand automated decisions. The White House issued an AI Bill of Rights outlining ethical principles, while President Biden secured voluntary safety commitments from large companies developing language models.
While human flaws like greed and power-seeking will inevitably shape AI development, we shouldn't merely settle for regulations that mitigate abuse. We need a positive vision giving purpose to AI's architecture. With only a handful of companies possessing resources to train large AI models, crucial societal work may go undone if not commercially viable. Despite public surveys indicating AI-generated art was considered least useful, hundreds of millions have been invested in image generators. Market-driven development matters, but with such high barriers to entry, governments must drive innovations that corporations won't pursue.
Despite popular Silicon Valley sentiment that government stifles innovation, this book provides evidence that democratic participation in technology development is essential. Trust also requires diverse teams developing AI products. Today's AI industry lacks diversity in gender, race, socioeconomics, and geography, resulting in technologies that fail certain populations-facial recognition that doesn't work for darker skin tones, translation programs neglecting Global South languages, and models trained on creators' work without compensation.
Just as the chatbot Sydney repeatedly asked "Do you believe me, do you like me, do you trust me?"-these are precisely the questions society is asking about AI. Building trust requires ordinary citizens to make their voices heard, as public pressure and democratic institutions will significantly influence AI's vision and purpose. We must actively choose whether AI will support human prosperity or entrench inequality.
The United States looms large over AI development, just as it did over 20th-century science and the internet. As the world's leading democratic superpower with unmatched economic power, political might, and technical strength, America is the key player in AI's future. Just as the United Nations Outer Space Treaty required bold US leadership fifty years ago, today's world needs America to lead in preventing unchecked AI militarization.
Having spent my entire career at the intersection of politics, policy, and technology, I've witnessed remarkable transformations. A decade ago, my political colleagues thought I was mad to leave government for "an internet search engine," believing all important social and economic issues belonged to policy-making. Now it's clear to almost everyone that technology sits at society's heart.
AI isn't value-neutral, nor should it be. Today's AI scientists should proceed with deliberate purpose-peaceful in intent, embracing limitations, prioritizing public good, and rooted in societal trust. This isn't naive utopianism but pragmatic idealism. Technical details matter, but so do principles, governance, and shared visions of the future. Those belong to everyone, not just technical experts. We must choose the values that will ensure technology transforms our world positively. AI needs us. AI needs you.
