Through extensive quotations from Hegel's works, Popper shows how Hegel transforms monarchy into "the constitution of developed reason" where ultimate decision-making belongs to "a single individual, the monarch." Hegel's dialectical proof concludes that Prussia represents the "highest peak" of freedom, where its absolutist constitution is humanity's goal and its government preserves "the purest spirit of freedom."
According to Hegel's philosophy of identity, history becomes "an open book" of pure apologetics-justifying Prussian monarchism through Providence while simultaneously proving Providence's wisdom through Prussian monarchism. History is presented as the thought process of the "Absolute Spirit" or "World Spirit," a huge dialectical syllogism reasoned by Providence toward the perfection of the world.
Popper condemns this as a "despicable perversion" that twists reason, freedom, and equality to justify worship of the Prussian state as "the Divine Idea on earth." Beyond mere moral positivism, Hegel opposes not only liberty and equality but also the brotherhood of man ("philanthropy"), replacing conscience with blind obedience and promoting totalitarian nationalism.
Hegel's historicism-the belief that history unfolds according to discoverable laws-provided intellectual justification for later totalitarian movements. By identifying the "real" with the "rational" and claiming that "what is real is rational, and what is rational is real," Hegel effectively justified whatever political system succeeded in establishing itself. This "worship of success" made might equivalent to right and provided philosophical cover for political opportunism.
Hegel's elevation of the "Great Man" or "World Historical Personality" became the foundation for the Leader Principle central to fascism. These Leaders are "practical, political men" with "insight into the requirements of the time" whose followers obey because they "feel the irresistible power of their own inner Spirit thus embodied." For Hegel, greatness requires not just understanding but passion-particularly political ambition that forms "purposes to satisfy himself, not others."
Despite talking constantly about "reason," Hegel ends in an "apotheosis of brutal force" where great state-builders are justified in their cruelty because "so mighty a form must trample down many an innocent flower." This tribal ideal of the Heroic Man attacks civil life itself as "shallow and materialistic," preferring instead that "insecurity finally come in the form of Hussars with glistening sabres."

The rural population didn't unite with industrial workers, and the bourgeoisie successfully created divisions among workers.
Third, Marx's "law of increasing misery" was refuted by history. As Parkes noted, "Low wages, long hours, and child labor have been characteristic of capitalism not, as Marx predicted, in its old age, but in its infancy." Working conditions improved rather than deteriorated, contradicting Marx's central claim about capitalism's inevitable development.
Most importantly, Marx's assumption that workers' victory would necessarily produce a classless society proved naive. Classes aren't like individuals; their unity stems largely from class consciousness developed during struggle. Once the common enemy disappears, latent conflicts of interest could easily divide the formerly united proletariat into new classes, developing into new class struggles.
Despite these failures, Popper acknowledges Marx's valuable contributions to social science, particularly his rejection of psychologism-the doctrine that social laws must ultimately reduce to psychological laws of human nature. Marx recognized that social institutions create unintended consequences that can't be reduced to individual psychology, an insight that remains crucial for understanding complex societies.

The fundamental flaw in both Plato's and Marx's approaches, according to Popper, is historicism-the belief that history unfolds according to discoverable laws, allowing us to predict its future course. As Popper writes, "The belief in historical destiny is sheer superstition. There can be no prediction of the course of human history by scientific or any other rational methods... Instead of seeking to discover the "meaning" of history, we should recognize that history has no intrinsic meaning. What people call "the history of mankind" is actually just a selective narrative focused primarily on political power. We could write histories of art, language, feeding habits, or diseases-none of which constitutes "the history of mankind." The realm of facts is infinitely rich, requiring selection based on our values and interests.
This doesn't mean we should abandon historical study or social science. Rather, we should adopt what Popper calls "piecemeal social engineering"-addressing specific social problems through careful reforms that can be evaluated and adjusted based on their results. This approach recognizes our fallibility while still allowing for rational improvement of social institutions.
The dualism between facts and standards is fundamental-facts have no meaning except through our decisions. Historicism attempts to escape this responsibility by suggesting we need only follow history's path, shifting our moral burden onto supposed historical forces. But true religion and true science both emphasize our responsibility for actions and their consequences. Progress depends not on historical inevitability but on our watchfulness, efforts, and realistic choices.

Irrationalism leads to dangerous consequences: when constructive emotions fail, only destructive ones remain-fear, hatred, and violence. It also tends toward inequality, dividing humanity into categories: friends/enemies, believers/unbelievers, leaders/led. This anti-equalitarian stance becomes criminal in politics, justifying different rights for different people.
The morally right attitude recognizes our duty to treat others as rational beings. Those intellectuals who dismiss rationalism as commonplace while embracing mysticism fail to appreciate science's moral force. The romantic hostility toward science-claiming we're entering an era where the soul regains mystical faculties and protests mechanization-ignores how science has alleviated human suffering.
