The turning point came with FDR's 1944 "Second Bill of Rights" speech, which shifted from the pursuit of happiness to guaranteeing happiness itself-the blueprint for modern liberalism. Within eight years, the self-described "near hopeless hemophilic liberal" became a "Democrat for Eisenhower" and by 1962 officially joined the Republicans. As governor, Reagan refused to pander to the emerging counterculture, seeing them as entitled children enjoying America's benefits while risking nothing to preserve them. When a student lectured him about growing up in different times with "television, jet planes, space travel, nuclear energy, computers," Reagan simply replied, "You're right. It's true that we didn't have those things when we were young. We invented them." Reagan's legacy, though contested by ideologically opposed historians, is becoming clearer with time. His agenda was straightforward: domestically, roll back government intrusion and taxes while lowering inflation and creating jobs; in foreign policy, rebuild the military and end the Soviet Union. Despite Democratic opposition, Reagan pushed through a 23% tax cut that doubled federal revenues from $517 billion to $1.031 trillion during the 1980s, spurring America's longest peacetime expansion. Inflation plummeted from 13.3% to 4.4%, and interest rates fell from 21% to 8%. While today's pundits claim the Soviet collapse was inevitable, none predicted it during the 1980s. Reagan not only predicted the Soviet Union's fall but engineered it through military rebuilding. He told the Washington Post editors in 1980, "The Soviets can't compete with us," and declared to the British Parliament in 1982 that Marxism-Leninism would end up on "the ash heap of history." During his "wilderness years" before the presidency, Reagan voraciously read everything from mainstream publications to the World Marxist Review, thoroughly researching for his speeches and commentaries. His opponents' perception of him as intellectually shallow became his greatest weapon. Reagan would surprise aides by citing Roman emperor Diocletian's wage controls or Islamic historian Ibn Khaldun's views on taxation. Reagan restored America's prosperity, defeated the Soviet Union, and rejuvenated patriotism through clear communication and principled leadership.
