Barry Morris Goldwater (1909–1998) war ein US-Senator und Architekt des modernen amerikanischen Konservatismus. Mit seinem wegweisenden Werk The Conscience of a Conservative gab er einer politischen Bewegung entscheidende Impulse.

Als republikanischer Senator aus Arizona, der fünf Amtszeiten absolvierte, setzte sich Goldwater für einen begrenzten Staat, die Rechte der Bundesstaaten und einen militanten Antikommunismus ein – Themen, die im Zentrum dieses Manifests von 1960 standen und zum Entwurf für die konservative Ideologie der Nachkriegszeit wurden.
