If leadership shows "organizational tolerance" by failing to punish slurs, the behavior becomes a social norm. Men in the group often look to influential peers to determine acceptable behavior; if those leaders use slurs, others may join in or stay silent to protect their own status within the group.

    The double bind is a lose-lose situation where reporting harassment carries the risk of retaliation and being labeled as "difficult" or "sick" by the "boys' club." However, staying silent often leads to the greatest psychological and physical harm because the target "internalizes" the trauma. Furthermore, if a woman does not use formal reporting procedures, the company may later use that silence as a legal defense to claim they were not aware of the problem or that the victim failed to seek help.
