But at the last minute, Jared and Ivanka recast the speech, replacing "national emergency" with "humanitarian crisis." To Bannon's dismay, Trump delivered a "nothing burger"-appearing small, constrained, and trapped, with no solution or progress offered. After thirty-five days-the longest shutdown in American history-Trump capitulated on January 25th, signing legislation to temporarily reopen the government for twenty-one days while negotiators worked on border security. Democrats immediately rejected any physical wall funding. Trump threatened another shutdown or using emergency powers, but his credibility was shattered. Intelligence chiefs publicly contradicted his threat assessments, Senate Republicans opposed his Syria withdrawal, and federal prosecutors expanded investigations into his inaugural committee and business dealings.
