The 2025 Regional Migrant Response Plan is a shift from seeing migration as a crisis to be stopped to seeing it as a human response to extreme circumstances that must be managed with dignity. It’s about replacing a 'shadow market' of smugglers with transparent, regular pathways and building regional systems that treat mobility as a right to be managed safely.
The Eastern Route is a major migration path primarily used by Ethiopians traveling through Djibouti or Somalia, across the Gulf of Aden, and into Yemen, with the ultimate goal of reaching Gulf States like Saudi Arabia. It is considered extremely dangerous due to harsh environmental conditions where temperatures can reach 50 degrees Celsius, as well as the risk of human trafficking, kidnapping for ransom, and shipwrecks. In fact, 2024 was recorded as the deadliest year for this route since tracking began, with hundreds of migrants dying from sickness, drowning, or violence.
Climate change has become a primary driver of migration as the region faces a devastating cycle of droughts and flash floods. Since approximately 95 percent of the Ethiopian population relies on agriculture, environmental degradation and phenomena like La Niña make farming and livestock rearing nearly impossible in certain areas. This forces many to adopt migration as an "adaptation strategy" to survive when their land can no longer support their livelihoods.
The 2025 Regional Migrant Response Plan (MRP) involves a massive coordination effort between 45 different organizations, including the International Organization for Migration, the African Union, UN agencies, and national NGOs. This approach moves away from treating migration as a isolated border security issue and instead integrates it into health, labor, and environmental policies. It focuses on four strategic pillars: providing life-saving assistance, ensuring protection for vulnerable groups, supporting return and reintegration, and building a data-driven evidence base to track migration trends.
Sustainable reintegration is critical because many migrants return to their home countries "empty-handed" or burdened by massive debts used to pay smugglers. Without support, these individuals often face social stigma or the same poverty that drove them to leave initially, leading to a "failed migration" cycle where they attempt the dangerous journey again. The 2025 plan addresses this by linking immediate aid with long-term development, such as vocational training, small business grants, and community projects that benefit both returnees and the local population.
Despite its small size, Djibouti acts as a major "bottleneck" for the Eastern Route, seeing an 82 percent increase in migrant entries by late 2024. The country faces the immense pressure of hosting thousands of "stranded" migrants who lack the resources to move forward or return home. This puts a significant strain on local resources like water and healthcare, particularly in transit towns like Obock, where local communities are already struggling with recurrent droughts.
