A primary reason for this is a lack of "coverage," where a government invests in sophisticated software but continues to process high-value transactions—such as the wage bill or debt payments—outside the system using manual spreadsheets or paper. When significant spending bypasses the system's automated internal controls, the software becomes a "facade" that fails to prevent budget deviations or corruption scandals.
The IMF moves beyond looking at software in isolation by focusing on a holistic "ecosystem" comprised of three pillars: Functional, IT Architectural, and Governance and Management.
