Facing the same obstacles as Hansell-the jet stream and cloud cover-LeMay decided to "try something different." His solution was radical: abandon fundamental precision bombing doctrine. Instead of flying high above enemy fire, he'd send B-29s under the jet stream at 5,000-9,000 feet. To avoid being "sitting ducks" at this low altitude, they'd fly at night, making precision bombing impossible. And his weapon of choice would be napalm. LeMay submitted his plan to Washington on a day when General Arnold was absent, ensuring he could launch before receiving potential pushback. He stripped the B-29s of all defensive armament except tail gunners to maximize bomb capacity. When airmen heard these orders, "there was just a gasp in the audience." Many wrote farewell letters to their families, believing it was a suicide mission. Curtis LeMay's legend centers on his cold-bloodedness and unshakable calm. When returning from dangerous European missions, he'd casually dismiss them as "rather dull." Yet glimpses of another LeMay occasionally emerge-one who admitted "some uneasiness" (code for terror) but couldn't show fear while leading men into battle. As McKelway noted, LeMay's relentless drilling came from "a heart that revolted at the idea of what lack of discipline and training would mean to his young crews." Operation Meetinghouse began on March 9, 1945-LeMay's first full-scale attack on Tokyo. As over 300 B-29s took off from the Marianas, loaded with napalm, LeMay stood counting each plane. That night, unable to sleep, he waited alone in the operations room, telling McKelway, "I'm sweating this one out myself." The raid was a massive gamble-flying at just 5,000-6,000 feet risked his crews, the B-29 program, and his own career. As they shared Coca-Colas in the darkness, LeMay repeated his conviction: "If this raid works the way I think it will, we can shorten this war." The B-29s targeted a densely populated twelve-square-mile area of central Tokyo. The first plane arrived after midnight, dropping flares to mark targets. Then came the onslaught-hundreds of bombers dropping 1,665 tons of napalm in clusters, creating a firestorm of unprecedented scale. People burned alive, mothers discovered their babies strapped to their backs were on fire, and thousands drowned in canals. Tommy Power, circling above, reported fires visible 150 miles away. The United States Strategic Bombing Survey later concluded: "Probably more persons lost their lives by fire at Tokyo in a six-hour period than at any time in the history of man"-as many as 100,000 people.

The Legacy of Two Visions

After Tokyo, LeMay's Twenty-First Bomber Command tore through Japan with methodical ferocity, burning sixty-seven cities over six months. Okayama (68.9% destroyed), Tokushima (85%), Toyama (99%)-the death toll reached perhaps half a million to a million Japanese civilians. Even after the atomic bombs fell on Hiroshima and Nagasaki in August, LeMay kept bombing, attacking cities right up until Japan's surrender. In his memoirs, LeMay dismissed the nuclear attacks in just a couple of pages, insisting "the real work had already been done." LeMay's brutal campaign achieved what he had hoped for that night in March-a shortened war without the dreaded ground invasion of Japan. As one Japanese historian later told Conrad Crane, "We must thank you, Americans, for the firebombing and atomic bombs" because without them, Japan would have surrendered later, allowing Soviet invasion and resulting in millions of Japanese starving to death that winter. Instead, MacArthur's occupation forces were able to bring food aid in time. In 1964, the Japanese government awarded LeMay their highest honor for foreigners for his later help rebuilding their air force. Meanwhile, Hansell, who had tried to wage a more moral war with precision bombing, received no such recognition. Yet it's Hansell's memory that moves us-the romantic idealist who persisted in his principles even when abandoning them offered a quicker path to victory. As military historian Tami Biddle reflects through the story of her grandmother with two sons in the war: "Did we lose our souls? Did we go into a Faustian bargain to win, where winning cost us so much morally?" These remain unresolvable questions. Today, modern precision bombing has finally achieved what the Bomber Mafia dreamed of. General David Goldfein described the remarkable evolution: his Vietnam-era father might have dropped six bombs on a street hoping one or two would hit the target. In Desert Storm, Goldfein himself could hit a target with 89 percent confidence. By Kosovo, he could take out a specific wing of a building. Today's pilots can target "just above the pinnacle at the base of the chimney" to eliminate a single person in a room without damaging floors below. The modern B-2 Stealth Bomber can eliminate eighty targets from 40,000 feet without being seen or heard. "All of a sudden, the Air House-or maybe even some specific part of the Air House-would be gone. Poof." High-altitude precision bombing had finally arrived. Curtis LeMay won the battle. Haywood Hansell won the war.
