    The hopper is a literal wooden box located on the floor of the House of Representatives. It serves a vital role in the legislative process as the place where a Member of Congress physically drops a draft of a bill to officially introduce it. This mechanical act signifies that the bill has moved from a private draft to a formal proposal for consideration.

    Only a Member of Congress has the authority to officially introduce a bill into the legislative system. Although anyone can have an idea for a law or suggest policy changes, the formal introduction requires a Representative or Senator to sponsor the draft. This ensures that every piece of legislation entering the gauntlet has an official proponent within the government.

    Before a bill is introduced, it often requires professional polishing to ensure it is ready for the legislative process. Members of Congress typically work with the Office of the Legislative Counsel to refine their ideas. This behind-the-scenes work ensures that the draft is more than just a rough idea and is properly formatted for its journey through the House of Representatives.
