Reliability refers to consistency; for example, a scale is reliable if it gives you the same weight every time you step on it. Validity refers to accuracy, or whether the test actually measures what it claims to measure. A math test that uses overly complex vocabulary might be reliable (producing consistent scores) but lack validity because it is inadvertently measuring reading comprehension instead of mathematical ability.

    Released in 1983 during the Reagan administration, the A Nation at Risk report used urgent, dramatic language to warn that American schools were failing and falling behind international competitors. This report served as a catalyst for decades of educational reform, shifting the focus toward strict accountability and increased standardized testing. This momentum eventually led to the No Child Left Behind Act of 2002, which mandated annual testing and introduced significant federal sanctions for schools that failed to meet proficiency targets.
