The Three-Fifths Compromise, found in Article I of the Constitution, is a primary example of early constitutional inequality. It dictated that enslaved people were counted as three-fifths of a person solely to increase the population numbers of states for Congressional seating. This meant African Americans were used to boost the political power of those enslaving them while being denied the rights and status of actual citizens.
When the U.S. Constitution was ratified in 1788, it did not explicitly restrict citizenship based on race on paper.
