    Unlike traditional businesses that profit by selling more products, many electric utilities operate under a regulated monopoly model. In this system, a utility's profit is often disconnected from the volume of kilowatt-hours sold to customers. Instead of setting their own prices to increase margins, these companies operate under a grand bargain where the state grants them a legal monopoly in exchange for strict oversight on how much they are allowed to earn.

    A Public Utility Commission, or PUC, is the regulatory body that oversees electric utilities operating as legal monopolies. Because these utilities have no competitors, the PUC dictates the prices they can charge and the total amount of money they are permitted to earn. This oversight ensures that while the utility is the only provider in town, they cannot independently set rates or maximize profits by simply increasing the volume of electricity used by consumers.

    Electric utilities are often granted legal monopoly status because it is considered incredibly inefficient to have multiple companies running competing power lines down the same street. To avoid this infrastructure redundancy, the state allows one company to be the sole provider. In return for this lack of competition, the utility agrees to government regulation of its profit model and pricing structures, which are managed by a Public Utility Commission.
