The Burlington Revolution
When Sanders announced his candidacy for mayor of Burlington in 1981, few took him seriously. The five-term Democratic incumbent Gordon Paquette seemed unbeatable in this small New England city. But Sanders had noticed something others missed - while he'd received only 6% statewide in his 1976 gubernatorial run, he'd gotten 12% in Burlington and over 16% in working-class wards. The Burlington Patrolmen's Association's endorsement proved a turning point - a leftist, anti-Vietnam War activist gaining support from law enforcement because he promised to listen to officers and negotiate with their union. This coalition politics - bringing together diverse groups around common interests - became the foundation of his success.
After a recount reduced his lead from fourteen to ten votes, Sanders became Burlington's mayor - America's only socialist mayor and the only candidate to successfully challenge the two-party system. His inauguration drew an unprecedented crowd, with local radio broadcasting a mayor's speech live for the first time. The establishment reacted with shock - a hospital director nearly drove off a bridge, bankers scrambled to establish communication channels, and the Democratic lieutenant governor urged him not to "do anything rash."
Sanders immediately faced a hostile city government. With only two supporters on a thirteen-member City Council, he needed to implement campaign promises while facing determined opposition. The Board of Aldermen (later renamed City Council) consisted of eight Democrats, three Republicans, and just two Sanders supporters. At his first official meeting, the Board fired his secretary (though later allowed him to rehire her), and two months later rejected all his appointees. The votes were consistently 11-2 against him.
The Democrats' strategy was clear: make it impossible for Sanders to accomplish anything, then claim he was ineffective. His counter-strategy was threefold: do everything possible without Council support, expose the obstructionists, and build a third party to defeat them in the next election. He organized citizen task forces that evolved into Mayor's Councils on youth, arts, women, seniors, healthcare and tax reform - essentially creating a parallel government structure.

Progressive Governance in Action
Despite the opposition, Sanders found ways to make progress. He instituted competitive bidding for city insurance policies, saving tens of thousands of dollars and demonstrating that being "radical" meant running cost-effective government. He started a Little League program in the poorest neighborhood, launched a citywide tree-planting initiative, and created a popular summer concert series at the waterfront.
Realizing he needed a majority on the Board to govern effectively, Sanders created the Independent Coalition (later renamed Progressive Coalition) and recruited candidates for each city ward. Despite the bitter Vermont cold, motivated candidates knocked on almost every door, running on a progressive platform against those preventing the mayor from doing his job. The March 1982 election saw record turnout and three Progressive victories. Though they didn't win a majority, with five votes they gained veto power, forcing Democrats and Republicans to work with them.
With this political breakthrough, Sanders' administration became activist on all fronts. For seven straight years, he didn't raise property taxes while fighting for more progressive taxation. Despite resistance from the state legislature, his administration implemented Vermont's first alternatives to property tax - a one-percent room-and-meal tax and higher rates on commercial property. They made utilities pay for street damage and increased revenue from the cable company.
The Burlington Women's Council pioneered domestic violence legislation, police training, and programs helping women enter male-dominated trades. The Youth Office, led by Sanders' future wife Jane O'Meara Driscoll, created a child care center, Teen Center, afterschool programs, and Operation Snow Shovel where young people cleared snow for the elderly.
While pursuing progressive initiatives, Sanders never neglected basics. His administration expanded the Police Department, improved officer wages, upgraded Fire Department equipment, created a more efficient Public Works Department, implemented a major street repaving program, and purchased new snow removal vehicles. They launched a $52 million environmental project to rebuild the sewer system and stop Lake Champlain pollution.
Perhaps most visibly, they transformed the waterfront with public parks, a nine-mile bike path, and a community boathouse instead of high-rise condominiums. They pioneered affordable housing through America's first community land trust and saved 336 subsidized units at Northgate from becoming expensive condos.

Burlington's Foreign Policy
Perhaps uniquely for a city of 40,000, Burlington had its own foreign policy. While President Reagan supported the Contras, the city officially opposed the war against Nicaragua through proclamations from the Board of Aldermen after emotional public hearings. In 1985, Sanders was invited to visit Managua for the Sandinista Revolution's seventh anniversary, becoming the highest-ranking American official present. The trip was profoundly emotional, especially seeing young amputee soldiers who'd lost limbs in a U.S.-financed war. Sanders met with President Daniel Ortega, opposition figures, and established a sister-city program with Puerto Cabezas that continues today.
In 1988, Sanders and Jane married at North Beach park and immediately left for their "honeymoon" in Yaroslavl, Soviet Union, to finalize another sister-city relationship. This program gained broad support, including from local businesses. They later visited Cuba in 1989, meeting with Havana's mayor.
Burlington maintained a foreign policy because Sanders understood there was no magic line separating local, national and international issues. Federal education cuts affected Burlington's schools; environmental degradation affected their water; wars affected their young people. Revitalizing democracy required local government to assume a stronger role in these interconnected issues.
The progressive movement succeeded because they worked extremely hard, year after year. They weren't armchair radicals - they outworked opponents in every campaign. Voter participation surged from 7,000 in 1979 to 13,320 in 1983, with nearly 70 percent support in working-class wards. Despite high approval ratings, Sanders left office in April 1989 after eight years, delighted that Progressive Peter Clavelle succeeded him as mayor, defeating the candidate supported by both Democrats and Republicans.

From City Hall to Capitol Hill
In 1986, Sanders ran for governor as an Independent while still serving as Burlington's mayor. The campaign nearly ended his political career. His team made a major tactical error by moving their headquarters from Burlington to Montpelier, losing experienced campaign staff. Liberals were angry he was challenging a female Democrat, and midway through the campaign, his manager resigned as they ran out of money and stalled in polls. Though Sanders finished with just 14.5%, the experience prepared him for future campaigns.
In 1988, he ran for Vermont's open House seat against Republican Peter Smith and Democrat Paul Poirier. Initially labeled the "spoiler," Sanders ended up turning the tables as the Democrat became the actual spoiler. The campaign was remarkably civil, with the three candidates running issue-oriented campaigns without negative advertising. Sanders ultimately lost by just three points: Smith 41%, Sanders 38%, Poirier 19%.
By 1990, Sanders faced three options: quit politics after eight years as mayor and ten elections; run for governor with strong progressive support but risk intense establishment opposition; or challenge Peter Smith again for Congress. After much deliberation, he decided on another congressional run.
Unlike the friendly 1988 campaign, 1990 became one of Vermont's most bitter contests. Several factors worked in Sanders' favor: Smith's unpopular Medicare-cutting vote; his being trapped in Washington while Sanders campaigned full-time; the NRA turning against Smith after he flip-flopped on assault weapons; no strong Democratic challenger; Smith alienating Republicans by publicly disagreeing with President Bush during a fundraiser; and changing political attitudes as Americans grew dissatisfied with the status quo amid growing inequality. Smith's desperate, negative ads backfired spectacularly. On election night, Sanders won 56 percent to Smith's 40 percent, carrying thirteen of fourteen counties. He became the first Independent elected to Congress in forty years.
Victory brought media attention nationwide. Sanders appeared on Nightline with Ted Koppel and Larry King's radio show. The transition involved numerous practicalities: organizing an $877,000 budget, selecting an office (ironically, Richard Nixon's old space in the Cannon Building), establishing district offices, finding housing in DC, and building a staff. Being an Independent created unique challenges - Sanders worked out a compromise with Democratic leadership to be treated as a Democrat for committee assignments while remaining Independent.

Fighting for Economic Justice in Congress
On January 3, 1991, Sanders was sworn in as a member of Congress. While other new members hosted receptions for friends and family, he was at meetings trying to prevent the looming Iraq War. After Saddam Hussein invaded Kuwait, President Bush had sent troops to Saudi Arabia and was seeking congressional authority for all-out war - authority Sanders opposed. He believed diplomacy, economic boycott, isolation, and financial leverage could resolve the situation without war. Despite efforts from the antiwar caucus in the House, the war powers passed, and on January 17, American planes attacked Iraq. Sanders voted against the war and later against a resolution praising Bush's "unerring judgment" - only six representatives opposed it.
As the only Independent in Congress, Sanders faced unique fundraising challenges. Unlike Democrats and Republicans, he received no funds from a political party or coordinated campaigns. He never accepted corporate PAC money throughout his career. Most of his contributors didn't have much money, so while he received more individual Vermont contributions than his opponents, they totaled fewer dollars. His average campaign contribution was under $35, while Republican opponents collected many $1,000 checks from the state's wealthiest residents.
Sanders fought for campaign finance reform that would limit election spending and emphasize public funding and small contributions. While he rejected corporate PAC money, he gladly accepted support from PACs representing labor, the environment, women, seniors, and children's advocates. Those fighting for ordinary people weren't "special interests" - the problem in Washington wasn't that working people had too much power, but that the wealthy decisively influenced legislation to benefit the privileged few.

Legislative Victories Against the Odds
On August 2, 1996, the House finally passed legislation to raise the minimum wage after months of battling destructive Republican proposals. Sanders had fought for this since his first days in Congress, introducing a bill in 1993 to increase it to $5.50 and index it to inflation. The Republicans fiercely opposed any increase, with Gingrich and Armey resisting until northern Republicans broke ranks. During the debate, Republicans argued that low wages kept America competitive - essentially advocating a race to the bottom matching China's twenty-cent hourly wages.
Sanders pointed out that while Republicans incorrectly claimed wage increases would cause job losses, the real crisis was declining wages - down 16% over twenty years, with male high school graduates seeing a 30% drop in entry-level wages. The minimum wage bill ultimately passed 354-72, with 160 Republicans switching positions to support it. This demonstrated an important political dynamic: when debates move into the public eye and special interest connections are exposed, representatives often choose the common good rather than risk voter backlash.
Another victory came with Sanders' "payoffs for layoffs" amendment. He discovered that when Lockheed merged with Martin Marietta to form Lockheed-Martin, they fired 17,000 workers while paying executives $91 million in bonuses - with $31 million coming from Pentagon "restructuring costs." To his surprise, when he brought an amendment to block this taxpayer-funded bonus, both parties supported it by voice vote. Nobody wanted to defend using public money to reward executives for eliminating jobs.
Sanders formed an unlikely alliance with conservative Republican Chris Smith, whose district lost 3,000 jobs when Lockheed-Martin closed a plant, creating the "Smith-Sanders amendment" to end these incentives. The amendment passed with bipartisan support and attracted significant attention. As an Independent, Sanders saw his role as raising issues others avoided and challenging powerful interests - whether the medical-industrial complex, military-industrial complex, or Wall Street.

Standing Against the Republican Revolution
In January 1994, Republicans took control of the House for the first time in forty years, with Newt Gingrich becoming Speaker. The Democratic defeat was devastating - thirty-five incumbent Democrats lost their seats while not a single Republican incumbent was defeated. The Democrats appeared shell-shocked, without clear analysis of their defeat or strategy moving forward.
While most Democrats responded with confusion and paralysis, Sanders immediately mobilized to fight back against Gingrich's "Contract with America." He recognized it as a vicious assault on working people and the poor, orchestrated for the wealthy and powerful. His strategy was twofold: expose the Contract's true nature intellectually while rallying public opposition politically.
The anti-Contract campaign began with a press conference that drew an unexpectedly massive media turnout. Sanders used every available tool - from press conferences to "special orders" at day's end that reached C-SPAN's audience - to educate Americans about what the Contract actually contained. The more people learned about the proposed Medicare cuts, reductions in student loans, environmental rollbacks, and tax breaks for the wealthy, the stronger the opposition grew.
When Gingrich and the Republicans shut down the government in winter 1995, they revealed their extremism. Unable to override Clinton's vetoes constitutionally, they simply stopped appropriating money, bringing government to a halt. Public support for the Contract eroded further.
Sanders' office made opposing the Gingrich agenda their major Vermont focus for the next two years. They held twenty-five town meetings statewide and organized six major conferences drawing thousands of participants. All were free, held on Saturdays when working people could attend, and later broadcast on public access television. These educational efforts helped Vermonters understand both the Contract's implications and alternative progressive approaches to governance.

The Politics of Scapegoating
The final weeks of the 1996 Congress devolved into ugly political theater. Behind the Republicans' intellectual rhetoric about "philosophy" and "contracts" lay their true strategy: scapegoating vulnerable groups to win elections. With their real agenda benefiting only the wealthy elite, Republicans faced a dilemma: how to convince working people to vote against their own interests. Their solution was to create divisive wedge issues, pitting groups against each other - white against black, straight against gay, native-born against immigrant - while deflecting attention from the real causes of economic hardship.
Republicans deliberately avoided serious debate about why the middle class had collapsed, why the wealth gap had widened, or why America lagged behind in wages and benefits. Instead, they focused on divisive legislation designed to pit Americans against each other. The Defense of Marriage Act passed 342-67, capitalizing on homophobia despite the hypocrisy of its thrice-married sponsor. The "English Only" bill passed 259-169, exploiting anti-immigrant sentiment. But their "crown jewel" was welfare reform, which combined attacks on the poor, women, children, minorities, and immigrants - withdrawing federal protection from society's most vulnerable members while imposing arbitrary time limits regardless of economic conditions or job availability.
What was truly astonishing was how the Democratic Party, which had prided itself for sixty years on defending working people and the poor, made such a radical shift rightward. They accepted policy that even Richard Nixon would have rejected. Just two years earlier, Democrats had supported the Deal bill which, despite its flaws, maintained federal support for poor children and parents. Now, 159 out of 195 Democrats supported the much more punitive Tanner bill, and eventually 98 Democrats voted for the Republican welfare bill.
This demonstrated the enormous success Gingrich, Limbaugh, and corporate America had in reshaping America's political landscape. There was now no major political party representing the poor and vulnerable. The Republicans had successfully convinced Americans that poor people caused the federal deficit, rather than tax breaks for the rich and bloated defense spending. It was the great catch-22 of American politics: as long as low-income people didn't participate, they'd be scapegoated; but as long as both parties ignored their problems, they'd see politics as irrelevant.

A Vision for Progressive Change
As Sanders was sworn in for his fourth term as Vermont's sole representative in January 1997, he recognized his three key responsibilities: representing Vermont's particular needs, defending working people's rights, and forcing discussion of issues that entrenched powers and big money interests avoided.
The most pressing problems facing the nation included the unfair distribution of wealth, declining decent-paying jobs, eroding democracy, unchecked corporate media power, insufficient healthcare, and inadequate education. The wealth gap in America had reached staggering proportions: the richest 1% owned 42% of national wealth (up from 19% in 1976) - more than the bottom 90% combined. Between 1983-1989, 62% of increased wealth went to the top 1%, while billionaires increased from 12 to 135 between 1982 and 1996.
Meanwhile, 80% of American families had experienced declining or stagnant income over twenty years, with inflation-adjusted pay dropping 16%. Young families saw their median income plunge 32% between 1973-1990. American workers fell from the best-compensated globally to thirteenth place, working 200 more hours annually than Europeans while earning less than in 1973.
Democracy in America was dangerously fragile. Less than half of eligible voters participated in the 1996 presidential election, and only 38% voted in the 1994 congressional elections that brought Gingrich to power. This contrasted sharply with over 70% turnout in most industrialized nations. The poor were effectively disenfranchised, young people were disengaged, and ordinary citizens increasingly believed the political process would fail them.
To revitalize democracy, Sanders advocated automatic voter registration for all Americans 18 and older, same-day registration, and more convenient voting options like weekend polling days or Oregon's mail-in system. Most critically, he pushed for comprehensive campaign finance reform: spending limits for candidates, public funding options, matching funds for small donations, free television time, and restrictions on bundled contributions, "soft money," and independent expenditure advertising.

From Congressman to Presidential Contender
Sanders finished the original 1997 edition of this book wondering "Where Do We Go From Here?" with a progressive agenda that anticipated his future Senate and presidential campaigns. He recognized there was "no established trail to follow" for an Independent congressman.
Nearly a decade later, in 2005, Sanders was blazing his own trail toward the U.S. Senate. During Warren, Vermont's Fourth of July parade that summer, spontaneous applause erupted as people shouted "Senator Sanders!" - confirming what the outsider suspected when he decided to give up his safe House seat for what seemed an unlikely Senate bid.
Vermont's transformation from Republican stronghold to progressive state didn't happen overnight. For over a century after the GOP's 1854 founding, Republicans dominated Vermont politics, winning every major statewide race. Republican presidential candidates won Vermont from 1856 through 1988 (except Goldwater in 1964), and the Senate seat Sanders would seek in 2006 had been Republican from before the Civil War through 2000.
Sanders' success wasn't built on gimmicks but on ideological consistency and trust earned over decades. As columnist Peter Freyne noted, "There's a connection between what the politician says and what the politician does." Sanders stayed on message about economic justice, corporate power, and healthcare while building relationships across Vermont. Many former Republicans became devoted supporters, like attorney Mark Grosby who declared, "I used to be a diehard Republican. Now, I'm a diehard for Bernie."
When Sanders arrived in the Senate in January 2007 as Democrats retook control of Congress, party leaders weren't inclined to embrace his economic populism despite his proven ability to reach voters. This became starkly evident during the 2008 Wall Street meltdown when both Democratic and Republican leadership united behind the financial bailout. While presidential nominees Barack Obama and John McCain, along with party leaders Harry Reid and Mitch McConnell, all supported the $700 billion plan, Sanders stood firmly against it.
In his fiery October 1, 2008 Senate floor speech, Sanders argued that those who caused the problem - the wealthy who benefited from Bush's tax breaks - should pay for it, not ordinary working people. He condemned America's extreme wealth inequality and Wall Street's "incredible greed" manifested through campaign contributions and lobbying that led to deregulation.
By 2014, Sanders was wrestling with a presidential run. He ultimately chose to seek the Democratic nomination rather than run as an independent, despite never having joined the party. His vision wasn't merely electoral but transformational: "When I talk about a political revolution, what I am referring to is the need to do more than just win the next election. It's about creating a situation where we are involving millions of people in the process who are not now involved."
Sanders embraced this seemingly romantic notion with the confidence of someone who had already achieved the impossible in Burlington decades earlier, where he had written, "A political revolution had occurred... The people had spoken, loudly and clearly." This wasn't mere idealism - it was built on experience. Sometimes outsiders win. Sometimes the left wing of the possible simply becomes the possible. Sometimes, political revolutions occur - in cities, in states, and perhaps even nations.
