Né à Vienne et élevé à New York, Bernays s'est appuyé sur les théories psychologiques de son oncle, Sigmund Freud, pour développer des stratégies innovantes visant à influencer le comportement des masses par les médias et les messages. Son livre de 1923 — considéré comme le premier ouvrage de référence sur les relations publiques — explore les thèmes de la mentalité grégaire, de la manipulation médiatique et de la « fabrique du consentement », établissant des cadres encore utilisés aujourd'hui dans les campagnes politiques et la communication d'entreprise.

Bernays a ensuite approfondi ses idées dans Propaganda (1928), qui plaide pour une utilisation éthique des relations publiques afin de régimenter la pensée publique.
