    Un armistice est considéré comme une simple pause technique ou un cessez-le-feu qui marque la fin des combats, mais il reste fragile car il ne règle pas les causes profondes du conflit. À l'inverse, un traité de paix est un acte international officiel qui redessine les règles et établit des obligations réciproques entre les parties. C'est un processus qui vise à transformer un ennemi en partenaire pour construire une stabilité durable.

    L'ordre westphalien est né des traités de 1648 qui ont mis fin à la Guerre de Trente Ans. Il est révolutionnaire car il pose le principe de la souveraineté des États : chaque État est maître chez lui et l'ingérence dans les affaires intérieures du voisin est interdite. Ce système a marqué le début de la laïcisation de la diplomatie, où la politique et les intérêts nationaux commencent à primer sur les questions religieuses.

    L'équilibre des puissances, pilier du système westphalien, repose sur l'idée qu'aucun État ne doit devenir assez fort pour dominer les autres, poussant les pays à se liguer contre toute puissance trop menaçante par peur réciproque. La sécurité collective, introduite au XXe siècle avec la SDN puis l'ONU, change de logiciel : c'est un engagement où tous les États s'engagent à protéger chacun des membres. On passe d'une surveillance mutuelle à une collaboration fondée sur le droit international.

    L'impuissance de l'ONU s'explique souvent par des faiblesses structurelles comme le droit de veto des cinq membres permanents du Conseil de Sécurité, qui peut paralyser l'organisation en cas de désaccord entre grandes puissances. De plus, le logiciel de l'ONU, conçu pour des conflits entre États, est mis à rude épreuve par les menaces asymétriques comme le terrorisme international (Al-Qaïda, Daesh) qui ne respecte aucune frontière ni règle diplomatique classique.

    Le droit d'ingérence, renforcé sous l'ère de Kofi Annan, est l'idée que la communauté internationale a le devoir d'intervenir à l'intérieur d'un État si celui-ci massacre sa propre population. Cela modifie la diplomatie en créant une tension avec le principe de souveraineté westphalien : la souveraineté n'est plus un "chèque en blanc" et peut être remise en cause au nom de la protection des droits de l'homme et de la "responsabilité de protéger".
