In January 1965, Mel Laird and Glen Lipscomb sparked an uprising within the Republican caucus that replaced Charlie Halleck with Gerald Ford as minority leader. The rebellion stemmed from younger members feeling excluded from power, with their program ideas and committee preferences ignored by a leadership that had "forgotten the art of listening."
Ford's leadership style extended consideration even to Democrats. When freshman Lee Hamilton made a parliamentary mistake, Ford arranged for a Republican colleague to discreetly help him correct it. Hamilton later reflected that Ford "had a deceptively low-key approach" that "cloaked" his ambition "nicely." When Spiro Agnew resigned in disgrace over corruption charges in October 1973, Nixon needed a confirmable replacement under the Twenty-Fifth Amendment.
